Call to Order and Pledge of Allegiance The Friday, December 17, 2021 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on November 19, 2021 meeting. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#00145666 in the amount of $1726.00 from Elmhurst Occupational Health for pre-employment medical testing for 2 police candidates. It was moved by Secretary, Kyle Dolan, seconded by Vice Chairmen, Kenneth Florey to approve payment of the bill. Motion carried. F. Correspondence The Board received a copy of a Letter of Commendation from Police Chief Roy Newton addressed to Police Sgt. Joe Menolascino for our Marks of Excellence Accreditation Award we received. J. Unfinished Business K. New Business It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary Kyle Dolan to approve the changes to the amendments for the Board of Fire and Police Commissioners Rules and Regulations. Motion carried. Police Chief Roy Newton informed the Board that we need to move forward with the testing process for a new lateral police officer eligibility list and police officer eligibility list as both of our previous lists are exhausted. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:06 a.m. Motion carried. Reconvene The regular meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:10 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Jason Guisinger, Attorney Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend final offers of employment to lateral police candidates Jashuwa Turbe and Cesar Castellanos. Motion carried. It was moved by Chairman Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send a denial letter of employment to lateral police candidate Gabriel Garcia. Motion carried. O. New Business Discussion and approval of the following amendments to Board of Fire and Police Commissioners Rules and Regulations: (1) with respect to original appointments to the Fire Department, amendments regarding the paramedic certification requirement, the weight given to the written examination and oral interviews (impacts police too), the procedure for conducting oral interviews, eligible preference points and the probationary period; (2) recognizing the position of Deputy Fire Chief as an exempt rank in the Fire Department and clarifying requirements for Fire Department promotions; and (3) changes to the procedure for providing efficiency reports to the Board. Executive Session The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity.
