Call to Order and Pledge of Allegiance The Friday, September 23, 2022 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve the minutes from the special meetings on August 17, 2022, August 26, 2022 and September 9, 2022. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice#SA000051647 from Stanard & Associates in the amount of $900.00 for personality evaluations for 2 police officer candidates; Invoice#00157004 from Elmhurst Occupational Health in the amount of $2,167.00 for pre-employment medical testing for 3 firefighter/paramedic candidates; Invoice#00157458 in the amount of $1,656.00 for pre-employment medical testing for 2 police officer candidates. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Correspondence The Board received a copy of a memorandum from Lt. Kohl to Police Chief Newton regarding Officer Shijuanna Oliver passing her 2 year probationary and training period and a Certificate of Appointment for Police Officer, Shijuanna Oliver; a copy of a memorandum from Village Manager, Scott Niehaus addressed to Chairman, Thomas Rachubinski authorizing to proceed with the promotion of 1 Fire Lieutenant. J. Unfinished Business K. New Business It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to promote firefighter/paramedic, Juan Placencia to Fire Lieutenant. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to extend a final offer of employment to firefighter/paramedic, Michael Fox. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Secretary, Kyle Dolan to extend a conditional offer of employment to firefighter/paramedic, Jackson Wulf. Motion carried. L.
