Call to Order and Pledge of Allegiance The Friday, November 18, 2022 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:03 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Secretary, Kyle Dolan, seconded by Vice Chairman, Kenneth Florey to approve the minutes from the regular meeting on October 27, 2022. Motion carried. D. Public Participation E. Payment of Bills The Board received Invoice# 00159968 from Elmhurst Occupational Health in the amount of $1,313.00 from pre-employment medical testing for a firefighter candidate; Invoice# 5283 from Conrad Polygraph in the amount of $1,107.50 for polygraphs for 7 police candidates. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve payment of all bills. Motion carried. F. Unfinished Business K. New Business It was discussed the possibility of using a Situation-Based Styles Assessment-FF for the firefighter testing on the oral interview portion of the testing. This test would be administered immediately following the written exam and takes approximately 45 to complete. The Deputy Chief of Fire talked about the alternatives available today that give them the options to improve the testing process. This process would allow candidates to complete the testing process in one sitting, less time to produce the preliminary eligibility list and fair and equitable scoring of all candidates. Chief Sander also mentioned that the testing would begin sometime in March. L. Other Business M. Executive Session It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to adjourn to executive session at 8:37 a.m. Motion carried. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:41 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Roy Newton Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Human Resources Director, Kathleen Dunne Police Administrative Coordinator, Barbara Blankenship It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to send denial letters of employment to police candidates, Carmelia Carmichael and Thomas McKendry. Motion carried. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to extend a conditional offer of employment to police candidate, Kyle McNamara. Motion carried. O.
