Call to Order and Pledge of Allegiance The Wednesday, March 22, 2023 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:00 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Secretary, Kyle Dolan Guests: Police Chief, Tom Wirsing Fire Chief, Rick Sander Deputy Fire Chief, Ray Kickert Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Vice Chairman, Ken Florey, seconded by Secretary, Kyle Dolan to approve the minutes from the regular meeting on November 18, 2022, special meeting on December 15, 2022 and special meeting on March 10, 2023. Payment of Bills The Board received Invoice#SA000052690 from Standard & Associates in the amount of $450.00 for a personality evaluation for police candidate, Invoice#SA000053015 from Stanard & Associates in the amount of $450.00 for a personality evaluation for a police candidate, Invoice#SA000053540 from Stanard & Associates in the amount of $1,123.88 for 2023 Entry-Level Police Officer Oral Interview Process; Invoice#00160541 in the amount of $650.00, Invoice#00161973 in the amount of $863.00, Invoice#00161976 in the amount of $978.00, Invoice#00161979 in the amount of $911.00 all from Elmhurst Occupational Health for pre-employment medical testing for police officer candidates; Invoice#231335 from Klein Thorpe and Jenkens in the amount of $660.00 for legal services for job advertising for police officers and meeting with police chief regarding rules and amendments. It was moved by Vice Chairman, Ken Florey, seconded by Secretary, Kyle Dolan to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received a copy of a Certification of Appointment regarding Police Officer David Bily passing his probationary period. J. Unfinished Business It was moved by Vice Chairman, Ken Florey, seconded by Secretary, Kyle Dolan to approve the 2023 Final Police Officer Eligibility List. Motion carried. New Business It was moved by Vice Chairman, Ken Florey, seconded by Secretary, Kyle Dolan to promote Police Officer, Nicholas Barron to Police Sergeant and Police Sergeant Gregory Sohr to Police Lieutenant. Motion carried. It was moved by Vice Chairman, Ken Florey, seconded by Secretary, Kyle Dolan to approve the amendments to the Board of Fire and Police Commissioners Rules and Regulations regarding Situation-Based Styles Assessment Protocol in Lieu of Oral Interview Process for firefighter/paramedics. Motion carried. L. Other Business The Fire Chief announced to the Board members that they are currently interviewing for a new Deputy Chief of Fire as current Deputy Chief of Fire Ray Kickert is retiring at the end of April. M. Executive Session N. Reconvene O.
