A. Call to Order and Pledge of Allegiance
The Friday, June 28, 2024 regular meeting of the Lombard Board of Fire
and Police Commissioners convened at 8:00 a.m. in the Village of
Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois
60148.
B. Roll Call of Members
Present:
Chairman, Thomas Rachubinski
Secretary, Kyle Dolan
Guests:
Fire Deputy Chief, Nathan Gac
Human Resources Director, Kathleen Dunne
Police Administrative Coordinator, Barbara Blankenship
C. Approval of Minutes
It was moved by Secretary, Kyle Dolan seconded by Chairman, Thomas
Rachubinski to approve the minutes from the April 26, 2024 regular
meeting. Motion carried.
D. Public Participation
E. Payment of Bills
The Board received Invoice#5954 from Conrad Polygraph in the amount
of $900.00 for 5 polygraphs for firefighter/paramedic candidates;
Invoice#00180162 in the amount of $864.00, Invoice#00180167 in the
amount of $876.00, Invoice#00180850 in the amount of $1,417.00 from
Elmhurst Occupational Health for police officer and firefighter/paramedic
candidates pre-employment medical testing; Invoice#SA000057841 in
the amount of $495.00 from Stanard & Associates for a personality
evaluation for a police officer candidate. It was moved by Secretary, Kyle
Dolan, seconded by Chairman, Thomas Rachubinski to approve
payment of all bills. Motion carried.

I. Correspondence
The Board received a copy of a memorandum from Fire Battalion Chief
Doug Cail addressed to a Fire Lieutenant regarding a verbal reprimand.
A memorandum from Village Manager, Scott Niehaus addressed to
BOFPC Chairman, Thomas Rachubinski regarding authorization to
proceed with the hiring of 3 firefighters. Copy of a Letter of Appreciation
from Police Chief Tom Wirsing addressed to numerous police officers
and police detectives regarding the handling of a suicidal subject. Copy
of a Letter of Commendation from Police Chief Tom Wirsing addressed
to 3 Police Officers and a Police Sergeant regarding handling a call of a
suicidal subject.

It was moved by Secretary, Kyle Dolan, seconded by Chairman, Thomas
Rachubinski to approve the 2024 Final Firefighter Eligibility List. Motion
carried.
It was moved by Secretary, Kyle Dolan, seconded by Chairman, Thomas
Rachubinski to approve the Initial Fire Battalion Chief Eligibility List.
Motion carried.

It was moved by Chairman, Thomas Rachubinski, seconded by
Secretary, Kyle Dolan to adjourn the meeting of the Lombard Board of
Fire and Police Commissioners at 8:10 a.m. Motion carried.
