Call to Order and Pledge of Allegiance The Thursday, June 19, 2025 meeting of the Lombard Board of Fire and Police Commissioners convened at 8:02 a.m. in the Village of Lombard Board Room, 255 East Wilson Avenue, Lombard, Illinois 60148. B. Roll Call of Members Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Guests: Police Chief, Joe Grage Fire Chief, Rick Sander Fire Deputy Chief, Nathan Gac Police Administrative Coordinator, Barbara Blankenship C. Approval of Minutes It was moved by Chairman, Thomas Rachubinski seconded by Vice Chairman, Kenneth Florey to approve the minutes from the special meeting on March 4, 2025, special meeting on March 13, 2025, regular meeting on March 21, 2025, special meeting on April 4, 2025, special meeting on April 15, 2025 and special meeting on April 18, 2025. Motion carried. D. Public Participation Village of Lombard Page 1 Board of Fire and Police Minutes - Final June 19, 2025 Commissioners E. Payment of Bills The Board received Invoice #SA000060506 from Stanard & Associates in the amount of $1,950.00 for 2025 Entry-Level and Lateral Oral Interviewing process and assessor training; Invoice #SA000061138 from Stanard & Associates in the amount of $990.00 for 2 personality evaluations for police officer candidates; Invoice #1231 from C.O.P.S. and F.I.R.E. Personal Testing in the amount of $350.00 for 2 police officer polygraphs; Invoice #00201460 from Elmhurst Occupational Health in the amount of $3,652.00 for pre-employment medical testing for 3 police candidates; Invoice #249093 from Klein, Thorpe and Jenkins in the amount of $440.00 for preparation to amend the rules and regulations for firefighter education requirements; and Invoice #249365 from Klein, Thorpe and Jenkins in the amount of $200.00 for publication of the Board of Fire and Police Rules and Regulations. It was moved by Chairman, Thomas Rachubinski, seconded by Vice Chairman, Kenneth Florey to approve payment of all bills. Motion carried. F. Chairperson's Report G. Vice Chairperson's Report H. Secretary's Report I. Correspondence The Board received a copy of a memorandum from Village Manager, Scott Niehaus to Chairman, Thomas Rachubinski giving authorization to proceed with the promotion of one police sergeant and hiring of one police officer candidate. J. Unfinished Business Fire Chief, Rick Sander talked about proceeding with a new firefighter/paramedic eligibility list. Also, is looking into the possibility of waiving the application fees for same. More information to follow at next meeting. K. New Business It was moved by Vice Chairman, Kenneth Florey, seconded by Chairman, Thomas Rachubinski to promote Police Detective Abigail Lauer to Police Sergeant. Motion carried. Executive Session It was moved by Vice Chairman, Kenneth Florey seconded by Chairman, Thomas Rachubinski to adjourn to executive session at 8:12 a.m. Motion carried. N. Reconvene The meeting of the Lombard Board of Fire and Police Commissioners reconvened at 8:20 a.m. Present: Chairman, Thomas Rachubinski Vice Chairman, Kenneth Florey Guests: Police Chief, Joe Grage Fire Chief, Rick Sander Fire Deputy Chief, Nathan Gac Police Administrative Coordinator, Barbara Blankenship It was moved by Vice Chairman, Kenneth Florey, seconded by Chairman, Thomas Rachubinski to extend a conditional offer of employment to police candidate, Isaac Pizana. Motion carried. It was moved by Vice Chairman, Kenneth Florey, seconded by Chairman, Thomas Rachubinski to send denial letter of employment to police candidates, Shawn Naqvi and Brian Torres. Motion carried. O.
