1.0 Call to Order and Pledge of Allegiance
The meeting was called to order at 7:00 pm by Chairperson Mike
Fugiel.
Lori Solyom led the committee in the Pledge of Allegiance.
2.0 Roll Call

Absent 1 - Phil Dahm
Also Present: Nicole Aranas, Committee Liaison and Yvonne Invergo,
Lombard Chamber of Commerce.

A motion was made by Nancy Schukat, second by Marguerite Micken, to
approve the minutes of the February 23, 2016, committee meeting. The motion
was approved by a unanimous vote.

160204 Lombard Town Centre Request for Viewing Party Liquor
Licensure
Discussion of a request received from Lombard Town Centre to
consider permitting the off-site sale of alcohol by a private business
vendor for downtown viewing parties.
Nicole Aranas shared a request from the Lombard Town Centre
seeking the creation of a new liquor license to permit private
businesses the opportunity to sell alcohol in the public right-of-way in
connection with LTC viewing events. President Giagnorio, as Liquor
Commissioner, has referred this matter to the Community Promotion
and Tourism Committee for consideration as the event is partially
supported through Hotel Motel Tax funding.
Committee Member Marguerite Micken stated that by bringing other
businesses into the event to sell alcohol, it will create a problem. The
event works the way it is current structured and people are happy just
the way it is now. Attendees can still go to other restaurants. The
current event works out the way that it is and if changed, it would lead
to more police and more cost.
Committee Member Joe Orsolini inquired as to whether the licensing
would be for LTC or for the individual vendors. The request made by
LTC would be for licenses to be issued directly to the private
restaurants and bars, rather than issuance of a license to LTC.
Committee Member Nancy Schukat felt that issuing licenses for
private businesses to sell alcohol in the right-of-way would be opening
up a can of worms.
Chairperson Mike Fugiel stated that LTC is currently eligible to apply
for a one day non-profit license. If they would agree to get the license
directly, the Committee would not need to be put into the position of
having to pick which private businesses should get what licenses and
when.

Committee Member Jill Payne stated concerns that vendors from
outside the Village might wish to obtain licenses to participate in the
event. Committee Member Lori Solyom stated that it makes sense for
Punky’s and Shannon’s to participate because they are there. If the
event becomes a block party, LTC should be the licensee.
Joe Orsolini inquired as to how Punky’s and Shannon’s have been
able to participate in past viewing events. Chairperson Mike Fugiel
stated that as vendors, they sell outside their door and premises. Their
licensed premises are expanded for one day to include the South Park
event site which is contiguous to their normally licensed premises.
Joe Orsolini inquired as to how Ale Fest is able to do serve alcohol on
the public right-of-way. Nicole Aranas advised that the Glenbard East
Boosters receive a one-day non-profit special event license and
request Board of Trustees authorization for the serving of alcohol in
the public right-of-way. This is the same license and prcoess that
would be available to LTC as an option.
Yvonne Invergo of the Lombard Chamber of Commerce, asked about
what would happen during the American English concert as part of
Cruise Nights? Nicole Aranas responded that Cruise Nights was not
part of the LTC event and that LTC has separately expressed interest
in obtaining a one-day non-profit special event license for the final
Cruise Night and American English Concert.
Lori Solyom asked where this request originated from. Chairperson
Mike Fugiel stated that the request was made formally by the
Executive Director, but she has now taken another position since the
issuance of the request. Nicole Aranas stated that the new Executive
Director did not have an independent position on the request as she is
still new to her position.
Joe Orsolini stated that the most orderly way to do this would be for
LTC to get a license for the event and run it like Ale Fest. Otherwise,
by issuing licenses directly to the private businesses, we are opening
up a can of worms.
A motion was made by Lori Solyom, seconded by Joe Orsolini, to recommend
that the Liquor Commissioner take no further action on the request of LTC to
create a new liquor license for private businesses to sell alcohol off site and
within the public right-of-way in connection with the viewing events, noting
that LTC can pursue a Class J liquor license directly for the event if they wish
to incorporate additional alcohol sales. The motion passed by unanimous vote.

160205 Community Promotion and Tourism Meeting date
Introduction of a survey for committee members to consider changing
the meeting date schedule.
Chairperson Mike Fugiel passed out a survey to Committee members
inquiring as to whether the committee would be available for meetings
on alternate Tuesdays beyond the second Tuesday of each month.
There was consensus that all Tuesdays are equally ok for the
membership to meet.
The next meeting will take place on the first Tuesday in August to
review the 2017 Hotel Motel Tax Budget.
Lori Solyom made a motion to change the regular meeting date from the
second to the first Tuesday of each month. The motion was seconded by Joe
Orsolini. The motion passed by unanimous vote.
8.0 Information Only
Update on DCVB program
Nicole Aranas provided the committee with an update on the DCVB
Pilot Incentive grant program. There have been multiple requests for
grant funds resulting in several thousand additional room night stays
within the Village.
9.0 Adjournment
A motion was made by Joe Orsolini, seconded by Jill Payne, to adjourn the
meeting at 7:25 pm. The motion was approved by unanimous vote.
