Plum Memorial Library District Citizen Member Tuesday, January 29, 2013 3:30 PM Village Hall Community Room Revised January 25, 2013 1.0 Call to Order, Introductions and Pledge of Allegiance President Ware called the meeting to order at 3:30 p.m. 2.0 Roll Call of Joint Review Board Members The following Joint Review Board members were present: William Ware, Acting Village President, Village of Lombard Tod Altenburg, Assistant Superintendent for Finance and Operations, Lombard Elementary School District 44 Absent: DuPage County, DuPage County High School District #87, College of DuPage, York Township, Lombard Park District, Helen M. Plum Memorial Library District, and Citizen Member. Also in attendance: David Hulseberg, Village Manager, Village of Lombard; William J. Heniff, AICP, Community Development Director, Village of Lombard; and Jamie Cunningham, Assistant Director of Finance, Village of Lombard. 3.0 Appoint Citizen Member After the roll call was taken, Acting President Ware noted that Citizen Member Gary Bird recently passed away and as such, the Downtown TIF does not have a Citizen Member for the meeting. Village of Lombard Page 1 Downtown TIF District Joint Review Minutes January 29, 2013 Board Meeting 4.0 Approval of Minutes 5.0 New Business 130021 2011-2012 Annual TIF Report Review of the Downtown Lombard Tax Increment Financing (TIF) Report for fiscal year 2012 (ending May 31, 2012). William Heniff then presented the Downtown TIF Annual Report. He stated that the TIF annual report reflects the expenditures and activities undertaken in the downtown area. These allocations were based upon the recommendation in the redevelopment plan in general and also were further reflected in the recently completed Downtown Lombard Revitalization Guidebook. He then discussed the key expenditures over the past year, noting the Lombard Park District and Elmhurst Memorial Healthcare Agreements. He noted that these agreements would be expiring and that these expenditures were among the final costs incurred associated with their respective redevelopment agreements executed in the early 2000s. Other programs such as funding for Village staffing to administer the TIF, Lombard Town Centre, grant programs and ongoing maintenance activities comprised the remainder of the large capital costs. 130039 2011-2012 Tax Increment Financing (TIF) Project Review Discussion of the TIF projects/work being done in furtherance of the Downtown TIF plan. Regarding new and upcoming activities, Mr. Heniff referenced the forthcoming Metra/Union Pacific pedestrian underpass project, as well as additional streetscape and grant enhancement programs. For the future, he noted that the TIF District would be re-baselined and that a greater portion of TIF expenditures would be redistributed to the taxing bodies. With respect to changes to the District, he noted that one condominium unit was removed from the District, in order to be compliant with other state statutory requirements. He also noted that the Village will be changing from a fiscal year to a calendar year starting in late 2012 and into 2013 and that this change will affect when the JRB will convene in the future.
