1.0 Call to Order and Pledge of Allegiance
William J. Heniff, AICP, Director of Community Development called the
meeting to order at 10:15 a.m.
2.0 Roll Call of Joint Review Board Members
The following Joint Review Board members were present:
Keith Giagnorio, Village President, Village of Lombard and John
Dillon, Citizen Member.
Absent: DuPage County, DuPage County High School District #87,
DuPage County Elementary School District #44, College of DuPage,
York Township, Lombard Park District, and Helen M. Plum Memorial
Library.
Also in attendance: William J. Heniff, AICP, Director of Community
Development, Village of Lombard; Jennifer Ganser, Assistant Director
of Community Development; and Jamie Cunningham, Assistant
Director of Finance, Village of Lombard.
3.0 Public Participation
There was no public participation.
4.0 Approval of Minutes
A motion was made by Keith Giagnorio to approve the minutes of the
December 15, 2011; January 29, 2013 and December 19, 2013
minutes. The motion passed by unanimous consent of the members
present.
5.0 Appoint Citizen Member

Board Meeting
A motion was made by Keith Giagnorio and seconded by Dr. Scott
Helton to appoint John Dillon as Citizen Member. The motion passed
by unanimous consent of the members present.
6.0 Unfinished Business
There was no unfinished business.
7.0 New Business
Ms. Ganser noted this report is for fiscal year 2013 and showed the
TIF boundaries on a map. The Downtown TIF was created in 1989
and will expire in 2023. The beginning balance was approximately
$854,000 and the ending balance was approximately $839,000. Land
at 109-115 West St Charles Road was purchased by the Village using
TIF funds and the ordinance and contract are attached. Ms. Ganser
noted the Façade grant request was for an awning at Fringe, A Hair
Salon that was approved in 2012. Funding for Lombard Town Centre
is from the Downtown TIF District. Mr. Heniff said that downtown
grants are used for projects that add value to the downtown, not to
assist in deferred maintenance. He said that discussions on 101 S
Main Street may occur over the next year and staff may incur costs
that would be TIF eligible.

On a motion by John Dillion and seconded by Keith Giagnorio the
meeting was adjourned at 10:20 a.m.
