Plum Memorial Library District Public Member Downtown TIF District Joint Review Minutes September 28, 2023 Board Meeting 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Lombard Village President Giagnorio at 9:02 a.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present: Village of Lombard: President Keith Giagnorio Lombard Elementary School District 44: Neil Perry, Chief Operations Officer Glenbard Township High School District 87: Seth Chapman, Assistant Superintendent for Finance & Operations York Township: Nadia Hajduk, Deputy Supervisor Citizen Member: John Dillon Also present from Lombard staff: William Heniff, Community Development Director, Tim Sexton, Finance Director and Jamie Cunningham, Assistant Finance Director 3.0 Public Participation 4.0 Approval of Minutes On a motion by Keith Giagnorio, second by Nadia Hajduk, the November 2, 2022 minutes were approved. All members present voted in favor of the motion. 5.0 New Business Mr. Heniff provided an overview of the requisite 2022 TIF Annual Report which was filed with the State of Illinois Comptroller’s Office. Within the Report, he referenced the annual surplus disbursement of payments to the applicable taxing bodies, which constitutes the majority of TIF expenses within the 2022 year. He then noted selected expenditures including a fund transfer by the Village associated with the property purchased in 2013 at 115 W. St. Charles Road. This purchase was originally paid for out of the Village’s general funds but does constitute a TIF eligible expenses per State Village of Lombard Page 1 Downtown TIF District Joint Review Minutes September 28, 2023 Board Meeting Statutes. The public parking lot is intended to serve downtown shopper parking needs. He also referenced a grant to Brust Funeral Home to address storm drainage issues on their property and on the block face. Lastly, he noted the vocational payments to District 87. He then noted pending expenditures which are slated to occur between now and through the end of 2024, which will serve as a reconciliation year for the Downtown TIF and in which any remaining obligations are paid out. Of particular interest, the Village will be making grants available through the end of 2023. Additional expenses will include funding the existing sidewalk replacement project as well as the reconstruction of South Park Avenue. No comments were made relative to the report. 6.0 Other Business Development Activity within TIF District and Downtown TIF Expiring Mr. Heniff stated that with the Downtown TIF District expiring, staff prepared a PowerPoint presentation regarding the final year of the Downtown Lombard TIF. The presentation included the history of the TIF, and many key private and public projects that were undertaken during the life of the TIF. He also covered the next steps the Village will be required to take to begin the TIF close out effort, stating that DuPage County will be notified of the Village’s intent to utilize the 2023 assessment as part of the TIF close out effort. He then noted that the respective taxing district will be informed of the pending closure and that the School District should begin to review the various components and past payment obligations that are a part of the TIF dispersal effort. Mr. Perry and Mr. Champman sought clarification from Mr. Sexton relative to the applicable years in which the schools would receive the full levy and when the past obligations would cease. He stated that the 2025 tax year would collect the levy from the 2024 tax year, which is the first year after the TIF is closed. 7.0 Adjournment Village of Lombard Page 2 Downtown TIF District Joint Review Minutes September 28, 2023 Board Meeting Motion by Keith Giagnorio, second by Nadia Hajduk, the meeting adjorned at 9:19 a.m..
