Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Dennis McNicholas, Acting Chairperson Vacancy, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Andrea Harnden Staff Liaison: William Heniff Monday, March 9, 2015 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Acting Chairperson McNicholas at 7:00 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 5 - Dennis McNicholas, Matthew Pike, Brian LaVaque, Markus Pitchford, and Christopher Carter Absent 2 - Garrick Nielsen, and Andrea Harnden Also present: William Heniff, Director of Community Development; Jennifer Ganser, Assistant Director of Community Development; Sarah Richardt, Executive Director of Lombard Town Centre; Chris Cholewa, President of Lombard Town Centre; Tom & Margret Smith. 3.0 Public Participation There was no public participation. 4.0 Approval of Minutes A motion was made by Mr. Pike, seconded by Mr. LaVaque, to approve the minutes from the January 21, 2015 meeting. The motion carried by the following vote: Aye: 4- Matthew Pike, Brian LaVaque, Markus Pitchford, and Christopher Carter Absent: 2- Garrick Nielsen, and Andrea Harnden Village of Lombard Page 1 Economic & Community Minutes March 9, 2015 Development Committee 5.0 Unfinished Business There was no unfinished business. 6.0 New Business 150107 Downtown Improvement and Renovation Grant Program - 101 W. St. Charles Road Approval of a grant in an amount not to exceed $12,000 for the property located at 101 W. St. Charles Road. (DISTRICT #1) Mrs. Margret Smith spoke regarding the grant request at 101 W. St. Charles Road. She noted the request is for trim paint and new roof shingles. Mr. Tom Smith passed out before and after pictures of the building. He noted the roof color will be Colonial Slate and the trim will be black. Mrs. Smith said the roof improvement will help beautify the building and attract new tenants. Mr. Smith said he will act as the general contractor and will also be doing interior improvements to the building (not grant related). Mrs. Smith said they have found eight pieces of the original roof crest and are looking to add that back to the building. They are applying for another grant outside of the Village for that project. Ms. Ganser gave a summary of the memo and noted the three quotes included in the packet. The ECDC made a motion to forward this item to the Board of Trustees with a recommendation of approval (4-0) for a grant amount not to exceed $12,000.00. The motion carried by the following vote: Aye: 4- Matthew Pike, Brian LaVaque, Markus Pitchford, and Christopher Carter Absent: 2- Garrick Nielsen, and Andrea Harnden 7.0 Other Business There was no other business. 8.0 Information Only Lombard Town Centre Report Ms. Richardt summarized her report to the ECDC. She noted LTC has a new Board of Directors and introduced the new Board President Chris Cholewa. Development Project Update Village of Lombard Page 2 Economic & Community Minutes March 9, 2015 Development Committee Staff provided an update on recent development activity. Mr. Heniff updated the ECDC on the dumpster ordinance that was approved at a recent Village Board meeting. He noted that Dennis McNicholas will be Acting Chairperson until a Trustee is assigned the ECDC. Also, on March 19th the Village Board will have a workshop session regarding a market analysis on 101 S. Main Street. Acting Chairperson McNicholas asked when the pedestrian underpass will be complete. Mr. Heniff said the project is a phased construction and should be partially complete in late April 2015. 9.0 Adjournment A motion was made by Mr. Pike, seconded by Mr. Carter, to adjourn the meeting at 7:32 p.m. The motion carried by the following vote: Aye: 4- Matthew Pike, Brian LaVaque, Markus Pitchford, and Christopher Carter Absent: 2- Garrick Nielsen, and Andrea Harnden Village of Lombard Page 3
