Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Economic & Community Development Committee Bill Johnston, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Brian LaVaque, Markus Pitchford, Christopher Carter and Paula Dillon Advisory Members: Alan Bennett and Larry Kelly Staff Liaison: William Heniff Monday, March 13, 2017 7:00 PM Village Hall - Community Room 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Trustee Johnston at 7:00 p.m. The Pledge of Allegiance was recited. 2.0 Roll Call Present 6 - Bill Johnston, Dennis McNicholas, Garrick Nielsen, Markus Pitchford, Paula Dillon, and Alan Bennett Absent 4 - Brian LaVaque, Matthew Pike, Christopher Carter, and Larry Kelly Also present: William Heniff, Director of Community Development; Jennifer Ganser, Assistant Director of Community Development and Stephanie Schiszik, Lombard Town Centre. 3.0 Public Participation 4.0 Approval of Minutes On a motion by Ms. Dillon and a second by Mr. Pitchford, the minutes of the February 13, 2017 meeting were unanimously approved by the members present. 5.0 Unfinished Business 6.0 New Business Village of Lombard Page 1 Economic & Community Minutes March 13, 2017 Development Committee 170113 College of DuPage Small Business Development Center Presentation Presentation and discussion in regard to their organization and work programs. (DISTRICTS - ALL) Ms. Ganser introduced Rita Haake and Marla Sandy of the College of DuPage. She noted that all grant applicants for the retail and restaurant grant need to meet with COD on their business plan. Ms. Haake said the Center for Entrepreneurship has been in place since 1985 and does free business advising. They reviewed the Small Business Development Center, International Trade Center, and the Procurement Technical Assistance Center. They went over the workshops offered. They noted in Illinois there are 40 SBDC’s, 5 PTAC’s, and 7 ITC’s. They discussed the ways they help businesses who are starting out or have in business but need help expanding and growing. 170114 Proposed Amendments to Section 110 of the Village Code: Special Events and Sidewalk Sales Review and discussion regarding Section 110 of the Lombard Village Code pertaining to special events and sidewalk sales. (DISTRICTS - ALL) Ms. Ganser reviewed the staff memo and said this text amendment is to change the price of a sidewalk sale for downtown merchants. Recently staff has been asked about downtown sidewalk sales and in review of Section 110 was able to use existing Code for the regulations. Ms. Dillon asked how many events a merchant can have and Ms. Ganser said four events at three days each. Mr. McNicholas discussed ADA issues and sidewalks. Ms. Ganser noted that the same provisions for outdoor dining would be followed and that 48” of width of clearance is needed on the sidewalk. Mr. Bennett discussed the sidewalk sale events that Elmwood Park held twice a year. Ms. Ganser said that the item will be taken to LTC and then back to ECDC for a recommendation vote. 7.0 Other Business Village of Lombard Page 2 Economic & Community Minutes March 13, 2017 Development Committee 8.0 Information Only Lombard Town Centre Report Ms. Schiszik introduced herself as the new Executive Director for LTC. She noted she has worked at other non-profits and also has worked in Lombard. She said Lilac Nail and Spa opened as a new business. She discussed the LTC Annual Meeting on March 9th. Ms. Schiszik also discussed Spooktacular on October 14th. Development Project Update Mr. Heniff gave the following updates: · The boundary agreement with Glen Ellyn will go before the Board on April 20th. · Our permit fees are up 75% from last year due to of recent large permits. · Mariano’s may open late this summer. · Sam’s should start construction in 2017, opening in summer 2018. 9.0 Adjournment On a motion by Mr. Nielsen and a second by Ms. Dillon, the meeting adjourned at 8:03 p.m. Village of Lombard Page 3
