Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Monday, July 13, 2020 7:00 PM Village Hall Economic & Community Development Committee Anthony Puccio, Chairperson Reid Foltyniewicz, Alternate Chairperson Dennis McNicholas, Garrick Nielsen, Matthew Pike, Paula Dillon, Laine Vant Hoff, Gregory Ladle, Alan Bennett and Patrick Kennedy Staff Liaison: William Heniff Economic & Community Minutes July 13, 2020 Development Committee 1.0 Call to Order and Pledge of Allegiance Trustee Puccio called the meeting to order at 7:00 p.m. The Pledge of Allegiance was recited 2.0 Roll Call Present 6 - Anthony Puccio, Dennis McNicholas, Matthew Pike, Gregory Ladle, Alan Bennett, and Patrick Kennedy Absent 3 - Garrick Nielsen, Paula Dillon, and Laine Vant Hoff Also present: William Heniff, AICP, Director of Community Development; Jennifer Ganser, AICP, Assistant Director of Community Development. 3.0 Public Participation None 4.0 Approval of Minutes On a motion by Mr. McNicholas, and seconded by Mr. Pike, the minutes of the February 10, 2020 meeting were approved by the members present. 5.0 Unfinished Business 200069 Humane Animal Ordinance Discussion Based on the resident feedback at the December 5, 2019 Board of Trustees meeting, staff is bringing the subject of a Humane Animal Ordinance back to the Economic and Community Development Committee (ECDC). The speakers expressed concerns about the retail sale of animals in Lombard that may have been from facilities that are otherwise deemed inhumane. Trustee Puccio said staff recommends continuing the item to allow more time for staff research and follow up with the State and County. On a motion by Mr. Bennett and a second by Mr. Ladle, the matter was continued to the September 14, 2020 ECDC meeting. Park Avenue (Florence + Ice Cream) The Community Development Department has received an application for the Downtown Retail Business Grant for Florence + Ice Cream, proposed to be located at 5 S. Park Avenue. The ice cream shop will be run by the owners/operators of Babcock’s Grove House located at 101 W. St. Charles Road. The applicant is seeking to install interior improvements consisting of plumbing, electric, and drywall. Ms. Ganser reviewed the staff memo and noted the owners of Babcock’s Grove House are seeking a grant for a new business. They are eligible for a grant of $7,716. As this is a Retail Business Grant a lien may be placed on the building should they business close in 5 years. Ms. Dana Moreau spoke as the business owner. She said they hoped to be open sooner but Covid-19 delayed their plans. She said she wants to see the downtown thrive. On a motion by Mr. Pike and a second by Mr. Kennedy, the Downtown Retail Business Grant was approved in an amount not to exceed $7,716.00 for 5 S. The vote was unanimous Aye: 6- Anthony Puccio, Dennis McNicholas, Matthew Pike, Gregory Ladle, Alan Bennett, and Patrick Kennedy Absent: 3- Garrick Nielsen, Paula Dillon, and Laine Vant Hoff 200212 Second Amendment to the Butterfield-Yorktown Tax Increment Finance (TIF) District - Report Availability & ECDC Recommendation Review and offer a recommendation to the Village Board to proceed with adopting an amendment to the existing TIF District. The Second Amendment will add four additional parcels to the TIF District and will amend the previously approved TIF Redevelopment Plan and Budget. Mr. Heniff said he is looking for a recommendation to proceed with efforts to amend the TIF District. He reviewed a powerpoint and staff memo. He said this amendment would add four properties to the TIF. The four properties are the former Carson’s furniture, the in-line mall, the former Carson’s and the Shops on Butterfield. He noted this is not Village of Lombard Page 2 Economic & Community Minutes July 13, 2020 Development Committee a new TIF, but an amendment to add additional property. The TIF term remains the same. Mr. Heniff reviewed the budget. The Joint Review Board is scheduled for August 7, 2020 and he hopes the ordinances are adopted by the Village Board on October 15, 2020. Mr. Bennett asked if JC Penney is still open and what other anchors are at the mall. Mr. Heniff said JC Penney is open and is in the existing TIF. He said Von Maur is the other anchor. On a motion by Mr. Bennett and a second by Mr. Pike, the ECDC recommended to the Village Board to proceed with implementation steps for the Butterfield-Yorktown TIF District. The vote was unanimous. He discussed the Business District No. 2, the Butterfield Yorktown TIF District, Downtown Lombard and the St. Charles Road District, Citizen Serve, and Covid-19. Mr. McNicholas noted the online permit system was good foresight and is easier and safer for residents and staff. 9.0 Adjournment On a motion by Mr. Bennett and a second by Mr. Pike, the meeting adjourned at 7:45 p.m. Village of Lombard Page 3
