NOTICE OF MEETING MODIFICATION DUE TO COVID-19
In light of the Disaster Declaration issued by the Governor of the State of Illinois
relative to the COVID-19 pandemic, and pursuant to Public Act 101-0640, the
Chairperson of the Economic and Community Development Committee has
determined that an in-person meeting of the Plan Commission, or a meeting
conducted under the Open Meetings Act requirements, relative to a quorum of
the members of the Economic and Community Development Committee being
physically present at a meeting when some members of the Economic and
Community Development Committee are participating remotely, is not practical
or prudent because of the disaster.
Pursuant to Governor Pritzker’s Executive Order 2020-07, as extended by
Executive Orders 2020-18, 2020-33 and 2020-39, 2020-44, 2020-52, 2020-55,
2020-59, 2020-71, 2020-74, 2021-01, 2021-04 and pursuant to Public Act 101-0640,
which suspend the requirement of the Illinois Open Meetings Act requiring
in-person attendance by members of a public body during the duration of the
Gubernatorial Disaster Proclamation, members of the Economic and Community
Development Committee may be participating in the meeting through a virtual
meeting platform.
Physical attendance at this public meeting will be capped to a maximum capacity
of 50 persons in total, inclusive of Village officials, staff and consultants (whose
physical attendance will be given precedence), with strict social distancing
requirements in place. While the public is welcome to attend the meeting, and
provide comments, in person, given capacity limitations and the COVID-19
pandemic, residents are invited to view and participate remotely through the
means offered below.
All interested persons will be given the opportunity to participate in the public
hearing via telephone or submission of public comments or evidence in advance
of the meeting

Persons interested in participating in the hearing via telephone shall contact the

be submitted to the Village by 4:00 p.m. on Monday, April 12, 2021.

Notwithstanding this request, all comments received before the public comment
portion of the public hearing will be read into the public meeting record. The
physical attendance restrictions in place for this meeting have been adopted to
comply with Governor Pritzker’s Executive Orders regarding social distancing
and the need to maximize residential self-isolation to slow the spread of
COVID-19 to the greatest extent possible.

The meeting was called to order by Trustee Puccio at 7:00 p.m.
The Pledge of Allegiance was recited.

Also present: William Heniff, AICP, Director of Community
Development, Jennifer Ganser, AICP, Assistant Director of Community
Development.
Marc Pinto, Joe Marino, and John Kutrubis attended remotely.
Anthony Puccio, Dennis McNicholas, Garrick Nielsen, Greg Ladle,
Mathew Pike, Paula Dillon, Alan Bennett, and Patrick Kennedy
attended the meeting remotely.

On a motion by Ms. Dillon, and seconded by Mr. McNicholas, the minutes of the
March 11, 2021 meeting were approved by the members present.

210122 Downtown Improvement & Renovation Grant; 229 W St. Charles
Road (Rebel Restaurant & Bar)
The Community Development Department has received an application
for the Downtown Improvement and Renovation Grant Program (also
known as the Facade Grant Program) for Rebel Restaurant & Bar
located at 229 W. St. Charles Road.
Ms. Ganser reviewed the staff memo. The applicant is requesting a
grant of $27,427.50 for façade work. The required three quotes and a
rendering are attached. Mr. Marino said they plan on renovating the
property inside and outside. It will be an American style menu that is
family friendly, but also for couples. The menu will be eclectic with
burgers, tacos, and flatbreads; all from scratch. He said the patio is a
big part of the space.
Trustee Puccio opened discussion up to the Committee.
Ms. Dillon asked if the restaurant is independently owned and Mr.
Marino said yes. Ms. Dillon asked about the timeframe and Mr. Marino
said they hope to apply for permits soon and open in June. Ms. Dillon
asked if they have other restaurants. Mr. Kutrubis said he has been in
the restaurant business since 1997. Ms. Dillon asked about the patio
renovation. Mr. Marino said the they will be moving the stairs to the
sidewalk side and redoing the patio.
Mr. Bennett said everything is in order and made a motion to
recommend approval. Mr. Ladle seconded the motion.
Mr. Nielsen asked if the other partners have restaurant experience and
what the appeal of Lombard was. Mr. Marino said he does not, he has
finance experience and will serve as the restaurant’s CFO. Mr. Pinto
said his wife owns Paradiso and they own the building. They are
excited to make an additional investment in downtown Lombard. Mr.
Nielsen asked about the lease. Mr. Kutrubis said it’s a five-year lease
with two five-year options to renew.
On a motion by Mr. Bennett and a second by Mr. Ladle, the ECDC
recommended the façade grant in the amount of $27,427.50 for Rebel
Restaurant + Bar to the Village Board for their April 15, 2021 meeting.

Mr. Heniff went through a spreadsheet on downtown developments. Mr.
Bennett said it’s great to see so much action. Trustee Puccio said this
is indicative of how well the ECDC is helping and shows how much is
happening downtown. Mr. McNicholas said he was on the ECDC when
the downtown TIF was approved and this is tribute to the Village and the
willingness of entrepreneurs. Ms. Dillon asked what is Purple Manatee
and Ms. Ganser said a resale shop. Ms. Dillon asked if Afterthought
Brewery was near Red Brick and Ms. Ganser said yes.
