The meeting was called to order by Trustee Puccio at 7:00 p.m.
The Pledge of Allegiance was recited.

On a motion by Ms. Dillon, and seconded by Ms. Vant Hoff, the minutes of the
May 10, 2021 meeting were approved by the members present.

210184 Downtown Improvement & Renovation Grant; 18 W. St. Charles
Road (Corridor Restaurant)
The Community Development Department has received an application
for the Downtown Improvement and Renovation Grant Program (also
known as the Façade Grant Program) for Corridor Restaurant located at
18 W. St. Charles Road. The applicant is seeking to install a new sign.
Ms. Ganser reviewed the staff memo. She noted that Corridor is
located in the space previously occupied by Marquette and would like a
new sign. Marquette received two grants from the Village. Based on
the lowest bid they are eligible for a grant of up to $2,340.70.
Mr. Craig and Mr. Hayden were present as business owners. They
noted they need a new sign and by occupying the space they were

taking over the restaurant loan from Marquette.
Mr. McNicholas abstained from the vote as the property owners are his
clients.
On a motion by Mr. Bennett and a second by Mr. Nielsen, the ECDC approved
the façade grant in the amount of $2,340.70 for Corridor Restaurant

210185 Butterfield Road Corridor Plan - CMAP Planning Grant
The Chicago Metropolitan Agency for Planning (CMAP) local technical
assistance grant.
Mr. Heniff reviewed the staff memo. He said the Village received a
prior CMAP grant for our downtown plan. Now the Village is interested
in a Butterfield Road Corridor Plan along with neighboring
municipalities. The plan will concentrate on transportation, pedestrian
improvements, economic development, open space, and housing. Mr.
McNicholas recalled past projects like the Circulator and Shops at
Butterfield noting this is an important area to plan for. Ms. Dillon asked
if the RTA would review the plan. Mr. Heniff said the DuPage County
Transportation Department would be a member on the project. This will
help get transportation agencies involved at the front end and could
assist with future transportation planning.
Mr. Bennett abstained from voting as he was a former board member
for CMAP.
On a motion by Mr. Pike and a second by Ms. Vant Hoff, the ECDC
recommended to the Village Board to authorize the signature of the Village
Manager on the Project Charter.

210186 Economic Incentive Signs
Potential signage to advertise approved downtown grants.
Ms. Ganser reviewed the staff memo. She discussed the previous
grant signs the Village had and the current signs in Berwyn. These
signs would be paid for from TIF funds and placed in windows of
businesses who received a TIF grant. Mr. Nielsen said the proposed
sign should have an identifiable logo. Ms. Ganser noted the
background lilacs are from the Village’s downtown plan. Mr. Heniff said
the signs in Berwyn are on Roosevelt Road and meant for car traffic,

whereas our signs will be for pedestrian traffic. Ms. Vant Hoff said she
agreed with Mr. Nielsen. Mr. McNicholas mentioned that the Village’s
electronic message board sign could be used.

Downtown Story Map
Mr. Heniff introduced Mr. Dan Price, GIS Technician. Mr. Price showed
the new story map and noted it meant to show everything occurring in
downtown Lombard. He said a similar map was done for historic
properties and there is a Village-wide story map of developments as
well. He said the map was linked on social media and received good
comments. Ms. Dillon said this was an excellent idea. Mr. Bennet
asked Ms. Ganser to email the link to the ECDC members.
Phase 5 Update
Ms. Ganser noted that Illinois is now in Phase 5. She discussed
outdoor tents and seating, outdoor cafes, and temporary signs. Mr.
Pike asked when the commuter lots would start charging for parking
and Mr. Heniff said July 1st.
Humane Animal Care
Trustee Puccio thanked the ECDC for their hard work on animal care.
He said the Board passed a resolution to support the County and State.
HB1711 was passed by the House and Senate and is on the
Governor’s desk. Trustee Puccio said he filed a witness slip on behalf
of the Village.
Team Report/Project Updates
Mr. Heniff noted that Mr. Z’s was demolished, and the new library
building could start this summer. Lilac Station construction will start
soon. Ms. Ganser introduced Melissa Infusino, the new Executive
Director of the Chamber. Mr. Bennett asked for an update to the last
meeting’s discussion on the St. Charles Road properties and the
grants. Mr. Heniff said staff met with the owners and discussed grants
and zoning. Mr. Nielsen asked for an update on the Hoffmann Group
and Mr. Heniff said they purchased the property and are starting
demolition.
