Village Hall Village of Lombard 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Electrical Commission Members Russell Schroeder, John Foulkes, Jim Roberts, Matt Komel and Geoff Dominiak Staff Liaison Fire Chief Paul DiRienzo, LFD Staff Liaison: Tuesday, March 26, 2013 6:30 PM Village Hall/L22 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Len Farina, Chief Electrical Inspector, at 6:34 p.m. Len Farina led the Pledge of Allegiance. 2.0 Roll Call Present 3 - John Foulkes, Matt Komel, and Jim Roberts Absent 1 - Russell Schroeder Also present: William Heniff, Director of Community Development Department; Keith Steiskal, Building Official; Len Farina, Chief Electric Inspector; Chuck Riforgiate, Fire Marshal, John O’Halloran, Com Ed External Affairs Manager for Lombard area; Geoff Dominick, Com Ed Reliability Engineer. 3.0 Public Participation None. 4.0 Approval of Minutes A motion was made by John Foulkes, seconded by Jim Roberts, to approve the minutes of the August 26, 2010 meeting. The motion carried unanimously. 5.0 Unfinished Business None. Village of Lombard Page 1 Electrical Commission Minutes March 26, 2013 6.0 New Business 130122 National Electrical Code (NEC) Request to review amendments to Title 15, Chapter 150, Sections 150.060 through 150.066 of the Lombard Village Code in regard to the 2008 National Electrical Code (NEC) (DISTRICTS - ALL) Len Farina detailed the proposed change to Title 15, Chapter 150, Section 150.066, to better reflect the verbiage used in the National Electrical Code (2008); the word “Article” will be replaced with “Section”; as explained by Len Farina, there is no code change in this case, rather it is a reference change. Len Farina went over the proposed change to Title 15, Chapter 150, Section 150.062, this section will refer to the contractor registration and insurance requirements in Section 150.143. This change is needed to avoid having several sections of the ordinance repeat the same information. Len Farina explained the proposed change to Title 15, Chapter 150, Section 150.064, the word “of” will be replaced with the word “or”. Len Farina detailed the proposed change to Article 210. This proposed change is to include new language requiring separate electrical circuits for sump pumps and ejector pumps; and as explained by Len Farina while most contractors already install a dedicated electrical circuit for the sump pump, recently a new house was built in which the builder chose not to install the pump on a dedicated circuit. As this is important to prevent flooded basements, this change is being proposed. Section 210.52 (G)(3) states each pump shall be provided a dedicated circuit compliant with Section 210.21 (B)(1), (2) and (3) and a receptacle with a rating of not less than the branch circuit rating (usually 20 amps) and GFCI protected and Tamper Resistant. Jim Roberts questioned if a twist lock would be required. Len Farina stated “no”, TR (tamper resistant) is required. John Foulkes questioned if “we” want a TR. Len Farina stated that per the 2008 NEC, this is a requirement. John Foulkes suggested that a dog handle lock be placed on the Village of Lombard Page 2 Electrical Commission Minutes March 26, 2013 circuit breaker. Len Farina agreed that this suggestion of a dog handle lock is not a bad idea, however we have never had anyone turn off a breaker in the past, causing flooding. A motion was made by Matt Komel, seconded by Jim Roberts, to recommended to the Board of Trustees the adoption of the changes to Title 15, Chapter 150 of the Lombard Village Code. The motion passed by a unanimous vote. 7.0 Other Business John Foulkes questioned why there are deletions in Title 15, Chapter 150, Section 150.066. Len Farina stated that most of these deletions are products that a no longer used or are unavailable. Keith Steiskal mentioned that we are not going to propose going to the 2011 NEC for this year but will probably propose that we go to the 2011 NEC next year. One of the reasons for going to the 2011 NEC is due to the fact that if we get too far behind on current codes, this will affect our ISO rating. The ISO rating affects the insurance rates to residents & owners within the Village of Lombard. Keith Steiskal also mentioned that as of January 1, 2013, per the 2012 Energy Code that the State has adopted, on residential homes, 75% of lamps have to be high efficiency. Also mentioned by Keith Steiskal; that due to the fact that more homes are to be more air tight, per the state adopted energy code, additional fresh air is to be brought into the house, that fresh air can be brought in through a 50 CFM fan that would be required to be on all of the time, an air to air exchanger, or an electronically controlled damper that is ducted from the outside to the furnace intake duct. (On New Construction). Len Farina also mentioned that a blower door test is required on all New Construction. Keith Steiskal mentioned that as of June 1, 2013, a Radon Law will go into effect that will require a passive radon system to be installed on all new construction.
