Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, February 26, 2008 7:30 PM Village Manager's Conference Room Environmental Concerns Committee Trustee Mike Fugiel - Chairperson Trustee Reid Foltyniewicz - Alternate Chairperson Diana Lavaque, Nancy Schukat, Winnie Lyons, Darlene Bartt, Jason Cooper, Dustin Smith, Daniel Richardt and Dana Moreau Staff Liaison: Dave Gorman Environmental Concerns Minutes February 26, 2008 Committee 1.0 Call to Order and Roll Call The meeting was called to order by Chairperson Gron at 7:30 p.m. Present 7 - Trustee Greg Gron, Winnie Lyons, Jennifer Jendras, Nancy Schukat, Darlene Bartt, Ann Mason, and Jason Cooper Others Present: Paul Kuehnlenz, Public Works Department Jim Karls, Waste Management Jade Lee, Supply Chain Services 2.0 Public Participation Dan Hildebrand, St. Pius X Church 3.0 Approval of Minutes It was moved by Lyons, seconded by Mason, to approve the Minutes of the January 22, 2008, meeting. The motion carried by a voice vote 4.0 New Business 080115 Presentation by Jade Lee Jade Lee gave powerpoint presentation regarding Supply Chain Services (SSI) operation and electronics recycling in general. SSI has been headquartered in Lombard. since 2000 and is well known nationally and globally. They own about 50 trailers and several tractors. Ms. Lee commented that many times Lombard exceeds the collection amount of other Counties. Ms. Lee went on to say that SSI follows DOD protocol for wiping hard drives when remarketing things. For recycling events the items are usually not remarketable, de-manufacturing would be the route. She extended an invitation to the committee to come visit the plant. They also have a shredder to shred hard drives. SSI passed recertification without any non conformance which is rare. SSI also does recycling management and has an alliance with other recyclers nationally, who also must have certifications. As an example of electronics recycling, Ms. Lee gave a detailed explanation of where the different parts of a printer go for recycling. Bartt asked how much of the printer is eventually recycled. Ms. Lee responded 98%. The only thing that really can not be recycled is foam peanuts. Even molded styrofoam can be recycled. Gorman asked Ms. Lee to provide a "ballpark" figure what it would cost for SSI to do the Recycling Extravaganza. Ms. Lee answered that assuming about 50 tons in the past it has cost around $20,000 including logistics cost, but it could be up to $30,000. Chairperson Gron commented that the drawback this year will be the TV's. Ms. Lee said that TVs have to be demanufactured. SSI charges about $7/unit for monitors Village of Lombard Page 1 Environmental Concerns Minutes February 26, 2008 Committee and TVs are approximately $20/unit or can covert to 18 cents/lb. 080114 Mosquito Control Contract Request for a waiver of bids and award of a contract to Clarke Mosquito Control in the amount of $88,710.00. Public Act 85-1295 does not apply. Gorman reviewed the memo and introduced George Balis from Clarke Mosquito Control. Mr. Balis pointed out that Clarke did hold costs from the 2006/2007 agreement. The costs will hold for 2008 including the additional services. Clarke felt that in dealing with Village for such a long period nobody wanted to nickle and dime. Chairperson Gron asked if the truck spraying would be the same cost. Mr. Balis responded that the mileage charge would remain the same, however, there are more miles of street now. It would be about $10,000 for a whole-town spraying, but will still accept doing it in quadrants. It was moved by Cooper, seconded by Schukat, that this matter be recommended to the Board of Trustees for approval. The motion carried by a voice vote 5.0 Unfinished Business 050616 Current Solid Waste Contract - Update Jim Karls handed out the January reports. 070424 Clean Air Counts There was a general discussion regarding Lombard's tree inventory and the State program for hybrid or high mileage car. Gorman commented that the Village has purchased one hybrid car for the fleet. As long as gas prices are high it would be beneficial to continue to buy hybrids. 080026 2008 Recycling Extravaganza Gorman relayed that Kerry Gibson from Vintagetech said that this year they would have all of their employees there. Last year they had most of their people at another extravaganza. They also said they would hold prices from last year, which was everything free except for TVs. They will also hold the price for TVs. Lyons asked if they would come to a meeting and give a presentation. Gorman said he would ask them and tell them that the committee is open to using them, but they would need to prove the trail. Lyons said she found someone who will come to the event and recycle lead-acid batteries for free. They bring their own people & equipment. Mason commented that the committee will need pamphlets and giveaways for the Taste of Lombard booth. Gorman said that the Village has signed on to the Greenest Region Compact and forwarded the resolution to DuPage Mayors and Managers. They will be sending the Village some free CFL's. Perhaps they could be used as a giveaway. Chairperson Gron suggested the committee make a list to give staff about what they want. Jendras commented that a list of what is recyclable will be needed. Gorman suggested that staff also talk to SCARCE. Chairperson Gron reminded that committee members that the booth has to be manned, good times for the booth to be operating would be Saturday afternoon S sunday at least until 4:00 or 5:00 p.m. Village of Lombard Page 2 Environmental Concerns Minutes February 26, 2008 Committee Gorman added that at the Clean Air Counts expo last year they had different bulbs to show how much energy they use. Could ask people like that too. 6.0 Other Business 7.0 Information Only Gorman explained what River Sweep is. General discussion ensued. Chairperson Gron informed the committee that he almost brought the Green Symposium to Lombard, but it sounds like Lisle may have taken it. Dan Hildebrand brought up doing a prescription drop off at the Police Department. Chairperson Gron asked what the adavantage would be that the Village can add to the program. Mr. Hildebrand responded that the advantage would be there would be a place where residents could go to recycle. Jendras asked if the EPA has written information on this. Mr. Hildebrand answered that if if you ask they will get information to you. Bartt commented that doing something like that is putting too much added responsibility on the Police Department. She also asked if anybody found out what happens at healthcare places. Lyons answered that there is a company that takes prescription drugs, but not from individuals. Schukat stated that she does not think the Village should be involved. Jendras commented that the EPA needs to establish protocol for municipalities to follow. Chairperson Gron asked staff to talk to the Police Chief. This will be an item for discussion on the next agenda. Lyons informed the committee that her and Lonnie Morris are doing a gym shoe collection. 8.0 Adjournment It was moved by Schukat, seconded by Jendras, to adjourn at 9:45 p.m. The motion carried by a voice vote Village of Lombard Page 3
