1.0 Call to Order and Pledge of Allegiance
Meeting called to order by Chairperson Fitzpatrick at 7:02 PM.
2.0 Roll Call

4.0 Approval of Minutes
A motion was made by Winnie Lyons, seconded by Daniel Richardt, that this
be approved . The motion passed by an unanimous vote.
5.0 Unfinished Business
050616 Current Solid Waste Contract - Update
Mike Brink (WM) explained that tonnage figures show that the
diversion rate is recently up by 2%. Gorman: explained the Board's
policy regarding garbage removal following a storm of the magnitude
of April 18th. Complimented Waste Management for being very
cooperative during the cleanup period. The Village's policy provides
for 10 garbage stickers per damaged property with the Public Works
Director having discretion to provide more. I arranged a meeting with
Waste Management on that Friday and asked them to provide
dumpsters throughout town and to pick up everything placed curbside
with the Route Manager recording the number of missing stickers by
individual address. This has worked well to encourage use of the
dumpsters so that the curbside volume, while still immense, can more
safely and quickly be managed by hand. The result is that the town is
still able to be cleared based on the regular daily route schedule. Mike
Brink complimented Lombard as the municipality that most
immediately established a workable plan.

Gorman: presented his draft update for comments. It was noted to
delete the Recycling Education Grant Program from Page 3, add
Downtown Walkability to Page 4, add the Great Western Trail Bridges
and Arbor Day Tree Tags to Page 5, and insert the Facebook site for
the Green Earth Institute on Page 25. Gorman: in regards to this last
item, the Village's decision to promote the Green Earth Institute was
based on it being a not-for-profit entity that has Public Education as a
primary goal. The same rationale has been used for promoting the
Citizen's Utility Board's Energy Saver Program and the Impact Illinois
Energy Program.
6.0 New Business
130093 Arbor Day 2013
National Arbor Day April 26, 2013 and Annual Trail Cleanup on April
27, 2013 from 9 AM until Noon.
Gorman: is coordinating about 150 volunteers for the annual Trails
Cleanup that is scheduled for this Saturday. The Village was able to
allocate $300 in the PRIDE Cleanup budget for some native grass and
wildflower seed that he spread in some especially barren areas of the
Great Western Trail following the extensive trimming and tree removal
by ComEd's contractor. The crew actually removed quite a lot of
Buckthorn at no cost to the Village as a result of his request. The new
sunlight makes removing invasive species especially critical as the
undergrowth will vie for that light. Cooper: mentioned his desire to
someday see a comprehensive clearing and replanting on both Trails.
Gorman: this was actually proposed by ComEd about a dozen years
ago, but there was a lot of opposition.
Diane, Darlene, Nancy, Daniel and Lonnie Morris volunteered to place
Tree Tags. Gorman: will have the tags delivered to their homes.
These are for placement in high visibility areas.
130190 Cool Cities
Illinois Cool Cities Local Sustainability Protection Agreement 2015
Goals
Lonnie Morris, Chairperson of the Sierra Club's Cool Cities Program in
Illinois was in attendance. She congratulated the Committee on
achieving the 2012 goals and she then presented the Cool Cities 2015
goals. The main goal is to reduce CO2e emissions by 2% annually
from the 2009 baseline level to 2015. Gorman:explained that he
calculated the CO2e reduction based on the items so far
accomplished and our reduction is already at 25% below 1990 levels.
We have surpassed even the new goals. Therefore, adopting the new
goals would be largely a philosophical commitment to keep pursuing

reductions. This could effect the future decision on the Electric
Aggregation Contract as to whether to continue specifying carbon-free
sources for Lombard.
A motion was made by Winnie Lyons, seconded by Darlene Bartt, to
recommend the 2015 Goals to the Village Board. The motion passed by an
unanimous vote.
7.0 Other Business
Fitzpatrick: stated that this could be her last meeting as Chairperson
since some of the Trustee's Committee assignments will be changing.
There is also one open spot for the incoming Chairperson to fill.
Thanked the Committee members and Staff for working hard to
accomplish quite a lot in the last few years.
Lyons: asked if anyone knew whether ComEd would lower rates
below the Village's contracted rates? None of the members or staff
had knowledge of what those rates would be. Lyons: inquired as to
whether there would be Code Enforcement interns this summer?
Fitzpatrick: yes, there will be. Lyons: expressed a desire that they be
more aggressive in citing violations. Gorman: the program is
purposefully designed to be advisory and non-confrontational. Any
resident with a complaint about a certain property may contact Code
Enforcement for investigation and possible action.
8.0 Information Only
120558 Certificate(s) of Recycling
Gorman: the first Electronics Recycling collection of the year on April
6th went very well. Two trucks were filled, which is more than usual.
Another busy collection is foreseen for May 4th due to flood damaged
basements.
9.0 Adjournment
A motion was made by Nancy Schukat, seconded by Diana Lavaque, that this
meeting be adjourned at 8:01 PM. The motion passed by an unanimous vote.
