Gerhardt Community Room Environmental Concerns Committee Trustee Mike Fugiel - Chairperson Trustee Reid Foltyniewicz - Alternate Chairperson Diana Lavaque, Nancy Schukat, Winnie Lyons, Darlene Bartt, Jason Cooper, Dustin Smith, Daniel Richardt and Dana Moreau Staff Liaison: Dave Gorman Environmental Concerns Minutes January 28, 2014 Committee 1.0 Call to Order and Pledge of Allegiance Meeting was called to order by Chairperson Fugiel at 7:03 PM. 2.0 Roll Call Present 9 - Trustee Mike Fugiel, Diana Lavaque, Nancy Schukat, Darlene Bartt, Winnie Lyons, Jason Cooper, Dustin Smith, Daniel Richardt, and Dana Moreau 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Nancy Schukat, seconded by Darlene Bartt, that minutes be approved. The motion passed by an unanimous vote. 5.0 Unfinished Business 050616 Current Solid Waste Contract - Update Gorman: explained operational difficulties experienced by Waste Management due to the recent extreme cold. The problem is with diesel engines and also hydraulic lines. They will continue to collect Christmas trees that are not stuck in the snow through the end of January. The Village will then remove the trees through February and March when contacted by residents once they are no longer stuck in the snow. 6.0 New Business 140036 Presentation by Clarke Mosquito Operations Gorman introduced George Balis and Glasberg from Clarke. Balis: provided Clarke's 2013 Sustainability Report and also an overview of the new EarthRight program that Lombard will switch to in 2014. A video was then shown to further explain that program, as well as other sustainability initiatives such as using bicycles and hybrids. The new larvacide product, Natular, has very low toxicity since it is composed of a soil bacterium and chrysanthemum flowers. Lombard will be the sixth community in the Chicagoland area to switch to this product. Four communities experienced success with it last year. Bartt: will there be a downside to switching to this new product? Balis: the change will be seamless. Moreau: will this product kill or harm any Village of Lombard Page 1 Environmental Concerns Minutes January 28, 2014 Committee other insects or animals? Balis: explained that the product's low toxicity and the fact that it will slowly release in water will limit the effects to mosquito larvae. There will be no increase in cost from the current contract amount. Gorman: the new product will release for a longer period, thus requiring less frequent applications, which will offset the increased cost in the product. Balis: a website is being developed to provide public information about EarthRight. Gorman: a link to this website will be provided on the Village of Lombard website. Lavaque: how are stagnant pools of water handled? Balis: Clarke is allowed to enter private properties as an agent of the Health Department per the Illinois Vector Act. When a stagnant pool is found, a door hanger is left and pellets are dropped in the pool. The pellets are not toxic to animals, Clarke also takes note of stagnant pools during helicopter surveillance for investigation on the ground and occasional reporting to Code Enforcement. 140037 Proposed Ordinance for Emerald Ash Borer Staff recommendation to approve the attached draft ordinance that would rescind the permitting requirement. Gorman: presented the memo regarding Staff's request to eliminate the private tree removal permit requirement that had been enacted in 2008 in an effort to slow the spread of the EAB. The EAB has now spread to the extent that it is no longer necessary to monitor removals and Staff time will be better spent on other duties. To date, 1600 permits have been issued. If approved, no permit will be needed to remove a private tree, as was the case prior to this requirement. A motion was made by Dana Moreau, seconded by Nancy Schukat, that this Request be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 140038 2014 Recycling Extravaganza After Action Review (AAR) Gorman: proposed the date of 9/20/14 for the Recycling Extravaganza. Has checked the school calendars and VintageTech has confirmed that they are available on that date. The committee accepted that date. 7.0 Other Business Moreau: reviewed her draft survey to measure environmental attitudes and behaviors. The intent is to measure changes over time in response to initiatives. The consensus of the committee was that the survey would be worthwhile. Gorman: will work with Bridget Doyle to create an on-line survey and then refine the questions with Dana Village of Lombard Page 2 Environmental Concerns Minutes January 28, 2014 Committee before bringing it back to the committee for review. The survey could be advertised in the PRIDE, on the website, TV-6 and Facebook. 8.0 Information Only Gorman: shared information from a ComEd webpage that reports that Lombard will receive Smart Meters in 2015. Cooper: will all properties receive meters, and will they be provided free of charge? Gorman: Have no further information but it appears from the website and the implementation in other communities that the answer to both questions is yes. Will continue to watch for updates and provide them as they are available. 9.0 Adjournment A motion was made by Winnie Lyons, seconded by Jason Cooper, that this meeting be adjourned at 9:10 PM.
