Present 7 - Mary Cation, James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, and Randy King Staff Present: Tim Sexton, Jamie Cunningham 3.0 Public Participation None 4.0 Approval of Minutes None 5.0 New Business 150472 2015 Proposed Tax Levy Review and recommendation to the Village Board of the 2015 Statutorily Permissible Property Tax Levy. Tim Sexton reviewed the 2015 Proposed Tax Levy. Tim mentioned that we were looking at different options for liability insurance to include IRMA. If we don’t go with IRMA, we will make changes to the policy to level out increases and decreases from year to year. It was moved by Cation, seconded by Cain, to recommend to the Village Board the proposed 2015 Statutorily Permissible Property Tax Levy. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, and Randy King 150473 Water/Sewer Rate Discussion and Communications Plan Review and discussion of the Water/Sewer Operation & Maintenance (O&M) Fund Revenue & Expenditure Assumptions/Comments Tim Sexton reviewed the Proposed 2016 Water/Sewer rates and Communications Plan. Tim also discussed the W&S rate study that the Village is currently working on with an outside vendor and how the Village will need to do a residential meter change out program in order to improve revenues. It was moved by Cain, seconded by Tovian, to recommend approval of the proposed 2016 Water & Sewer Rate increase to the Village Board. The motion carried by the following voice vote: Aye: 7- Mary Cation, James W. Hogan, David Cain Jr., Dan Hartweg, Jay Tovian, Ambareen Ahmed, and Randy King 150474 Budget Ordinance for Fiscal Year 2016 Approval of the FY 2016 Annual Budget (January 1, 2016 through December 31, 2016) in the amount of $91,516,051. Tim Sexton reviewed the Proposed 2016 Budget document with the Committee. This discussion was a follow up to the budget options discussion during the Finance & Administration Committee on September 21, 2015. It was moved by Tovian, seconded by Cation, to recommend the Proposed 2016 Budget with the amendment that there is no additional reduction in current staffing levels as of September 21, 2015. The Village Manager and Board will fill vacant positions based on priority in order to achieve the savings of $596,235 in FY16.
