Plum Memorial Library District Public Member Tuesday, July 30, 2019 9:00 AM Village Hall - Community Room (Immediately following the completion of the Downtown TIF, the St. Charles Road TIF 1- West and the St. Charles Road TIF 2-East meeting) 1.0 Call to Order and Pledge of Allegiance Call to Order 9:10 AM by President Giagnorio. 2.0 Roll Call Present: Ed Hoster (District 88), Keith Giagnorio (Village of Lombard), Dave MacKenzie (DuPage County), John Dillon (public member) Village Staff: Jennifer Ganser, Assistant Director of Community Development; Jamie Cunningham, Assistant Director of Finance; William Heniff, Director of Community Development 3.0 Public Participation There was no public participation. 4.0 Approval of Minutes Approval of minutes: On a motion by Keith Giagnorio, second by Dave MacKenzie, the minutes for the August 9, 2018 meeting were approved. All members present voted in favor of the motion. Village of Lombard Page 1 Lombard Butterfield-Yorktown Tax Minutes July 30, 2019 Increment Financing District Joint Review Board Meeting 5.0 Appointment of the Public Member of the Joint Review Board On a motion by Keith Giagnorio, with a second by Dave MacKenzie, John Dillon was appointed the public member. All members present voted in favor of the motion. 6.0 Unfinished Business There was no unfinished business. 7.0 New Business Ms. Ganser noted this report is for fiscal year 2018 and reviewed the report. She said the TIF was established in November 2017 and no development has occurred. Mr. Heniff said the TIF may be expanded to include Carson’s at Yorktown Mall. It has been vacant approximately 1 year. Mr. MacKenzie asked what the base would be and Mr. Heniff said the Village would need to complete an analysis. The parcel value would be the value at the time of the addition. Mr. Hoster asked if Carson’s is in District 87 and Mr. Heniff said yes. Mr. Dillon noted that an amount was double counted in the report and Ms. Ganser said she would correct that. 8.0 Other Business There was no other business. 9.0 Information Only 10.
