Plum Memorial Library District Public Member Lombard Butterfield-Yorktown Tax Minutes November 2, 2022 Increment Financing District Joint Review Board Meeting 1.0 Call to Order and Pledge of Allegiance Call to Order 9:15 AM by President Giagnorio 2.0 Roll Call Present: District 88, Ed Hoster; District 45, Jeff Eagan; Public Member, John Dillon; VOL, Keith Giagnorio, Nadia Hajduk (York Township) Village Staff: Jennifer Ganser, Assistant Director of Community Development; Tim Sexton, Director of Finance; William Heniff, Director of Community Development; Rhonda Heabel, Assistant Director of Finance 3.0 Public Participation None 4.0 Approval of Minutes On a motion by Keith Giagnorio, second by Jeff Eagan, the August 30, 2021 minutes were approved. All members present voted in favor of the motion. 5.0 Unfinished Business None 6.0 New Business Ms. Ganser noted this report is for fiscal year 2021 and reviewed the report. She said the money was spent on a Butterfield Road Corridor Study that is being done by the Chicago Metropolitan Agency for Planning along with Downers Grove, Oak Brook, and DuPage County. She said D.R. Horton was recently approved to build 90 townhomes at the Yorktown Convenience Center site and construction will begin soon. They were also approved for an economic incentive. She said another project by Synergy, will be under review by the Plan Commission and Village Board in the future. That project may include apartments, smaller retail, and a park space at the site of the former Carson’s anchor store. Mr. Heniff said the Synergy project was introduced to the Economic and Community Development Committee (ECDC). The ECDC directed staff to work on the preparation of an economic incentive agreement. Some of that funding may come from the Business District. Mr. Heniff also mentioned the Hoffmann project at the former Seminary.
