Plum Memorial Library District Public Member Lombard Butterfield-Yorktown Tax Minutes September 28, 2023 Increment Financing District Joint Review Board Meeting 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Lombard Village President Giagnorio at 9:19 a.m. 2.0 Roll Call Present: Village of Lombard: President Keith Giagnorio Lombard Elementary School District 44: Neil Perry, Chief Operations Officer Glenbard Township High School District 87: Seth Chapman, Assistant Superintendent for Finance & Operations York Township: Nadia Hajduk, Deputy Supervisor Citizen Member: John Dillon Also present from Lombard staff: William Heniff, Community Development Director and Jamie Cunningham, Assistant Finance Director 3.0 Public Participation None 4.0 Approval of Minutes On a motion by Ms. Dillon, second by President Giagnorio, the November 2, 2022 minutes were approved. All members present voted in favor of the motion. 5.0 New Business Mr. Heniff provided an overview of the requisite 2022 TIF Annual Report which was filed with the State of Illinois Comptroller’s Office. Referencing Section 3.2.A within the Report, he stated that most of the expenditures pertain to professional services and administration activities which are allowed through State Statutes. The costs include Village legal services, economic incentive consulting services (Ryan) and professional planning grant services to the Chicago Metropolitan Area for Planning CMAP for the Butterfield Road corridor. No comments were made relative to the report. Village of Lombard Page 1 Lombard Butterfield-Yorktown Tax Minutes September 28, 2023 Increment Financing District Joint Review Board Meeting 6.0 Other Business Development Activity within TIF District Mr. Heniff stated that with the Downtown TIF District expiring, staff prepared a PowerPoint presentation regarding the various projects and activities which are occurring within the Yorktown area and specifically those projects in which the Village Board approved a TIF Economic Incentive Agreement. These projects relate to the professional expenditures that we a part of the TIF Annual Report. He then offered a TIF incentive agreement review of the D.R. Horton Summit at Yorktown Townhome subdivision, the Carson’s Anchor Store Redevelopment (Yorktown Reserve) and the Hoffmann/Golf Social project (the redevelopment of the former Northern Seminary site). Responding to a School District 44 question, he noted that based upon past experiences at other like multiple-family projects, these projects located along the Butterfield Road corridor have not generated a significant number of new students to date. Questions were also raised about the number of potential units and construction timing. 7.0 Adjournment On a motion by President Gianorio seconded by Ms. Dillon the meeting was adjourned at 9:31 a.m. Village of Lombard Page 2
