Call to Order and Pledge of Allegiance
Chairperson Schneider called the meeting to order at 7:35 p.m.
Chairperson Schneider led the Pledge of Allegiance.

Approval of Minutes
On a motion by Commissioner Henaghan, and seconded by Commissioner
Fetters, the minutes of the October 17, 2017 were approved with no changes.
The motion passed by a unanimous vote.

Reports
A. Local Landmarks - Eileen Mueller
The Illinois Association of Historic Preservation Commissions
(IAHPC) presented the award for excellence on December 2,
2017 to the Illinois Prairie Path signs. Commissioner Mueller
brought the trophy for another Commissioner to take home. The
Commissioners would like the award to be displayed at Village
Hall as well. Commissioner Mueller also distributed a copy of
the Illinois Prairie Path newsletter with an article about the signs.
Commissioners discussed submitting an application for the
2018 NAPC (National Alliance of Preservation Commissions)
Preservation Excellence Awards for the Illinois Prairie Path
signs.
On a motion made by Commissioner Myers and seconded by Commissioner
Poskocil to approve the expenditure for an application fee ($25) nominating
the project for education and historic outreach to the National Alliance of
Preservation Commissions’ Preservation Excellence Awards.
The motion carried by the following vote:

B. Finance
Chairperson Schneider stated that the budget ending in 2017
was slightly under budget.
C. Personnel - Pat Poskocil
Commissioner Poskocil stated that she has met with the
Executive Director, Sarah Richardt, and has no concerns to
report.

Lombard Historical Society President, Leslie Sulla, distributed
copies of the following report as summarized:
· Annual Report including income ($30,749 compared to
$26,936 in 2016) and visitor counts (10,067 compared to
10,243 in 2016).
· The foundation project for the Peck Homestead is complete
with a final cost of $38,812.
· Museum staff redesigned the Peck homestead with the east
wing a Peck Playroom with hands-on activities and the
middle room a parlor.
· Euchre Society (Euchre games once/month at Carriage
House)
· Kim Goes Wild (staff member Kim White shares
nature/animals to kids)
· Needle Works (staff member Colette supervises - bring your
own knitting/crocheting/etc. for social time; these will not be
lessons)
· Trainspotting (Carl Shaver talks trains at the Peck
twice/month)
· Spirits Fest will be held the Friday night before the Saturday
Ale Fest in June. LHS will receive 1/3 of the ticket proceeds
(Est $8-9000)
· LHS will no longer host the Civil War Encampment. Steadily
decreasing visitor numbers and donations along with the
large percentage of staff time necessary to plan the event
from January to July make the encampment difficult to
justify. The Civil War donations should be replaced and
exceeded by the Spirits Fest.
E. Lombard Cemetery - Tom Fetters
Commissioner Fetters reported no concerns for the cemetery.
F. Naional Register Work for Sheldon Homestead
Commissioner Poskocil stated that the application is still on
hold. Chairperson Schneider reported that Senator Nybo’s
Chief of Staff, Laura Fitzpatrick, was instrumental in investigating
the delay of the Village’s Certified Local Government

application. Ms. Fitzpatrick stated that when the Village
resubmits the Peck Homestead for the National Register of
Historic Places, she would like to be kept informed so that she
can track the progress as well.
G. Heritage Award - Lyn Myers
Commissioner Myers summarized the presentation of the William J
Mueller Heritage Award at the Village Board meeting on October 19th.
Pat Poskocil for Lifetime Achievement and the Rudman Family for
Education/Advocacy were all present to receive their awards
H. Historical Survey, Part 2
Chairperson Schneider reported that the 2016 survey discs were
delivered to Jean Cooper. The index of all the surveys was discussed.
Commissioner Myers suggested creating a searchable database from
the index. Commissioner Fetters stated that 305 Morningside
appeared to be missing from the index. Ms. Urish responded that it
was listed under Mid-Century Modern as Mr. Gilbert the author of the
survey identified it. Commissioner Fetters requested a Lustron
category so that since one is identified all the others could be listed.
Chairperson Schneider stated that the surveys are templates while
prepared by Douglas Gilbert are owned by the Village and can be
altered by the Collections Assistant. Based on this, a Lustron
subcategory can be created
I. Certified Local Government
Chairperson Schneider stated that Laura Fitzpatrick, Senator Nybo’s
Chief of Staff, investigated the delay of the Village’s application of
November 30, 2016 in early November 2017. Thanks to her inquiries
the application approval from the state was obtained on November 27,
2017. Chairperson Schneider indicated that the letter received from
the Unites States Department of the Interior, National Park Service is
undated and she would contact Ms. Brown for a replacement with a
date. Commissioners discussed possible projects to consider for the
grant application process that will be closing soon. Chairperson
Schneider indicated that typical past grants for other municipalities are
within the range of $5,000-$7,000 for generally historic surveys and
National Register of Historic Places applications. Chairperson
Schneider received quotes for preparing an application at
approximately $20,000. In the past, volunteers submitted National

Register of Historic Places applications for the Maple Street Chapel
and the DuPage Theater without hiring a professional grant writer. With
the exception of the Peck Homestead due to numerous complexities,
future applications could be managed by volunteers as well. There are
expenses entailed with the applications such as copying oversized
plans and high resolution copies of photographs and other incidentals.
Commissioners discussed possible candidates in addition to the Peck
Homestead as Lilacia Park and 101 W. St. Charles Road.
Commissioners also discussed preparing a plan by listing then ranking
preservation projects for future grant requests.
On a motion made by Commissioner Zabela and seconded by Commissioner
Myers to submit a grant application for ancillary support for one or more
applications for National Register of Historic Places with a maximum request of
$2,500.
The motion carried the following vote:

Planner's Report
Commissioners requested an update regarding 305 Morningside. Ms.
Urish stated that the procedure for obtaining permits for the work done
is underway. Commissioner Myers inquired if the Village attorney was
able to give guidance regarding the plaque ownership. Ms. Urish
responded that the Village attorney conveyed that a “review of the
Village Code reveals no provisions that address the "landmark site"
plaques, that the Village provides to the property owner upon
designation of the property as a "landmark site," after going through the
process set forth in Section 32.079 of the Village Code. As such,
unless the property owner is advised that the plaque remains the
property of the Lombard Historic Preservation Commission, the plaque
would become the property of the property owner upon the plaque
being given to the property owner.” Commissioner Myers requested
that modifying the Village code so that the Village owns the plaque to
be investigated. Commissioner Henaghan suggested that if the date
designated is not on the plaque perhaps that could be added in the
future.
On a motion made by Commissioner Myers and seconded by Commissioner
Poskocil to direct staff to contact the Village Attorney to ask how the
Commission can protect local landmark plaques.

170550 2017 Annual Report
Review of the Historic Preservation Commission's 2017 Annual Report to
the Village Board.
Commissioners reviewed the annual report and had four minor
spelling/date corrections to offer.
On a motion made by Commissioner Myers and seconded by Commissioner
Fetters to approve the 2017 annual report with noted changes.
The motion carried by the following vote:

170551 Perspective Commissioner Replacement
Commissioners discussed the merits of the two candidates.
On a motion made by Commissioner Fetters and seconded by Commissioner
Novak to recommend the nomination of Lynn O’Donnell to the Board of
Trustees to fill the vacated Commissioner position.
