Roll Call Present 10 - Rita Schneider, Tom Fetters, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Patricia Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, and Lynn O'Donnell Absent 1 - Jennifer Henaghan Also present: Jennifer Ganser, AICP, Assistant Director of Community Development. Public Hearings There were no public hearings. Business Meeting Village of Lombard Page 1 Lombard Historic Preservation Minutes October 2, 2018 Commission Approval of Minutes On a motion by Commissioner Poskocil, and seconded by Commissioner Fetters, the minutes of the September 11, 2018 were approved with noted corrections. The motion passed by a unanimous vote. Certified Local Government 180198 National Register of Historic Places Application - Lilacia Park President Schneider said the purpose of the meeting is to discuss and review the four applications. Commissioner Myers said two are new this time: WJE and Douglas Gilbert. President Schneider started with SWCA and noted they wanted to use criteria C; however the HPC wants to use criteria A. She said their timeline did not match the HPC timeline and thought they didn’t have much National Register experience. Commissioner Myers said they should be asked to join the Historical Society and that any vote should be contingent on talking to the references. Commissioner Mueller said they don’t have enough experience in what we’re looking for. Commissioner Novak said the timeline is a big issue. Commissioners Fetters and Poskocil agreed. President Schneider said she was impressed with RATIO, they have good experience, a good timeline, offices in Chicago, and National Register experience. Commissioner Poskocil agreed. Commissioner Zabela referenced their financial statements and President Schneider said they are available on request. Commissioner Mueller said they are a good fit for what the Commission is looking for. President Schneider said she had concerns with the RFP from Douglas Gilbert and said it appears he wanted to wait to take photos until June 2019 and then present to the State. She noted the Historical Society has many pictures that could be used. Commissioner Myers said the timeline shows him finishing in February. Commissioner Poskocil said it is concerning that there are different timelines and Commissioner Mueller agreed. Commissioner Poskocil said it was also concerning that many items cost extra and President Schneider agreed. Commissioner O’Donnell asked why he didn’t bid last time and President Schneider said he needed extra time to get in touch with Cyla Design. President Schneider said he did a wonderful job on the historic surveys. President Schneider said WJE has good qualifications and experience in other states. Commissioner Myers said it was a well written report. President Schneider said she wished they had more experience in Village of Lombard Page 2 Lombard Historic Preservation Minutes October 2, 2018 Commission Illinois. Commissioner Myers said they have Illinois experience for many projects, but not National Register work. Commissioner Poskocil said RATIO has everything provided for and documented. Commissioner Mueller asked if the State has a preference on who is selected and President Schneider said no. Commissioner Poskocil made a motion to accept the proposal from RATIO in the amount of $13,500 for the Lilacia Park Proposal for the National Register of Historic Places and it was seconded by Commissioner Fetters. The motion for RATIO is based upon the thoughtfulness of their application, their attention to detail, their National Register experience, their attendance at the previous HPC meeting, their timeline, and their financials. The motion is contingent on President Schneider checking their three references. Upon discussion, Commissioner Novak asked if the other three didn’t meet the criteria and were incomplete. President Schneider said no, they had different experience. Commissioner Zabela said she liked the RATIO proposal and appreciated that he attended last month. She said their national presence could help the HPC in the future. Commissioner O’Donnell said his attendance showed his interest and Commissioner Mueller agreed. A motion was made by Commissioner Poskocil, seconded by Commissioner Fetters, to accept the proposal from RATIO in the amount of $13,500 for the Lilacia Park Proposal for the National Register of Historic Places. The motion carried by the following vote: Aye: 10 - Rita Schneider, Tom Fetters, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Patricia Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, and Lynn O'Donnell Absent: 1- Jennifer Henaghan Adjournment On a motion by Commissioner Myers and seconded by Commissioner Wardzala, and all were in favor, the meeting was adjourned at 8:22 p.m. Village of Lombard Page 3
