Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Tuesday, January 19, 2021 7:30 PM Lombard Village Hall Lombard Historic Preservation Commission Rita Schneider, President Tom Fetters, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Pat Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, Lynn O'Donnell and Jason Sanders Ex-Officio Member - Ed Seagraves Village Liaison - Sharon Kuderna Village Liaison - Tami Urish Lombard Historic Preservation Minutes January 19, 2021 Commission NOTICE OF MEETING MODIFICATION DUE TO COVID-19 In light of the Disaster Declaration issued by the Governor of the State of Illinois relative to the COVID-19 pandemic, and pursuant to Public Act 101-0640, the Chairperson of the Lombard Historic Preservation Commission has determined that an in-person meeting of the Lombard Historic Preservation Commission, or a meeting conducted under the Open Meetings Act requirements, relative to a quorum of the members of the Lombard Historic Preservation Commission being physically present at a meeting when some members of the Lombard Historic Preservation Commission are participating remotely, is not practical or prudent because of the disaster. Pursuant to Governor Pritzker’s Executive Order 2020-07, as extended by Executive Orders 2020-18, 2020-33 and 2020-39, 2020-44, 2020-52, 2020-55, 2020-59, 2020-71, 2020-74 and pursuant to Public Act 101-0640, Lombard Historic Preservation Commission members may attend and participate in the public hearing remotely, and physical attendance at this public hearing will be restricted solely to specified Village officials, staff and consultants. All interested persons will be given the opportunity to participate in the public hearing via telephone or submission of public comments or evidence in advance of the meeting • email to communitydevelopment@villageoflombard.org • calling and leaving a voicemail at 630-620-5760 • letter mail to: Community Development Department Attn: Lombard Historic Preservation Commission Village of Lombard 255 E. Wilson Avenue Lombard IL 60148 Persons interested in participating in the meeting via telephone shall contact the Village in advance by any of the above methods to obtain information necessary for telephonic participation in the Village of Lombard Page 1 Lombard Historic Preservation Minutes January 19, 2021 Commission meeting. The Village requests that comments be submitted to the Village by 4:00 p.m. on Tuesday, January 19, 2021. Notwithstanding this request, all comments received before the public comment portion of the public hearing will be read into the public meeting record. The physical attendance restrictions in place for this meeting have been adopted to comply with Governor Pritzker’s Executive Orders regarding social distancing and the need to maximize residential self-isolation to slow the spread of COVID-19 to the greatest extent possible. Call to Order and Pledge of Allegiance Chairperson Schneider called the meeting to order at 7:34 p.m. Chairperson Schneider led the Pledge of Allegiance. Roll Call Present 10 - Rita Schneider, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Patricia Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, Jason Sanders, and Lynn O'Donnell Absent 1 - Tom Fetters Also present: Ed Seagraves, Ex-Officio; Sharon Kuderna, Village Liaison; Tami Urish, Planner I, Staff Liaison. ALL COMMISSIONERS ATTENDED THE MEETING REMOTELY Business Meeting Approval of Minutes The minutes of the meeting on December 2, 2020 were approved with no changes. The motion was made by Commissioner Wardzala and seconded by Commissioner O’Brien and passed by a unanimous vote with an individual roll call. Reports A. Local Landmarks - Eileen Mueller Commissioner Mueller stated that the property owners of 515 N. West Village of Lombard Page 2 Lombard Historic Preservation Minutes January 19, 2021 Commission Road picked up their plaque from Village Hall. A formal presentation will be planned with the property owners at a future date. B. Finance - Jason Sanders Commissioner Sanders, referencing the statement sent to Commissioners, stated the numbers came in below budget at 57% due to the pandemic. C. Personnel - Pat Poskocil Commissioner Poskocil reported that there are plans to open the Sheldon Peck House museum in February to small groups. The Peck letter writing contest for 5th graders will be expanded to include middle and high school applicants. D. Ex-Officio Report - Ed Seagraves Ed Seagraves provided an update (attached) of the Historical Society’s activities. E. Heritage Award - Lyn Myers Commissioner Myers stated there was no report at this time. F. Certified Local Government 210022 Grant Application 2021 Chairperson Schneider referenced the memo distributed to Commissioners in advance of the meeting and asked Commissioners Sanders and O’Donnell to continue. Commissioner Sanders stated that he and Commissioner O’Donnell met last March and decided continuing the Village of Lombard Architectural and Historical Survey would be the best option to recommend. Commissioners discussed the list of options suggested last January. Concerns were shared that there would not be enough time to apply for most of the options including the one recommended within 25 days. Commissioners agreed that it is important to apply for a grant every year that they are offered. Commissioner Myers suggested that a small project such as a brochure could be manageable. Commissioner Poskocil added that museum staff could help with this project. On a motion by Commissioner Myers and seconded by Commissioner Village of Lombard Page 3 Lombard Historic Preservation Minutes January 19, 2021 Commission Sanders, based on time constraints, I move that the Historic Preservation Commission approve submitting a Certified Local Government (CLG) grant application for the purpose of creating a brochure for the local landmark process including frequently asked questions (FAQs). A motion was made by Lyn Myers, seconded by Jason Sanders, that this Development Project be approved. The motion carried by the following vote: Aye: 9- Rita Schneider, Eileen Mueller, Brigitte O'Brien, Lyn Myers, Patricia Poskocil, Marcy Novak, Stephanie Zabela, Bob Wardzala, and Jason Sanders Nay: 1- Lynn O'Donnell Absent: 1- Tom Fetters G. Cemetery Chairperson Schneider stated that a meeting will be scheduled soon. Planner's Report Ms. Urish stated that the application for CLG grants comes out every January with a deadline of February for future reference. Adjournment On a motion by Commissioner Poskocil and seconded by Commissioner O’Brien and all were in favor by individual roll call, the meeting was adjourned at 8:33 p.m. Village of Lombard Page 4
