Roll Call Present 8 - Rita Schneider, Tom Fetters, Eileen Mueller, Brigitte O'Brien, Patricia Poskocil, Bob Wardzala, Jason Sanders, and Lynn O'Donnell Absent 3 - Lyn Myers, Marcy Novak, and Stephanie Zabela Also present: Elizabeth Brezinski, Village Clerk, Board Liaison; Ed Seagraves, Ex-Officio and Tami Urish, Planner I, Staff Liaison Business Meeting Approval of Minutes The minutes of the meeting on February 15, 2022 were approved with no changes. The motion was made by Commissioner O’Brien and seconded by Commissioner Fetters and passed by all aye votes with an individual roll call. Chairperson's Report Chairperson Schneider stated that Commissioners Wardzala and O’Donnell were appointed to the Local Landmarks Committee. Commissioner Reports A. Local Landmarks Committee - Eileen Mueller 220132 Local Landmark request: 245 W Maple Street Request to discuss and provide a preliminary conclusion that the property at 245 W Maple Street meets one or more of the criteria for designation as a landmark site. (DISTRCT #1) Chairperson Schneider outlined the Local Landmark Committee request for 245 W. Maple Street in Commissioner Mueller’s brief absence. Commissioners discussed the criteria for 245 W. Maple Street including the property tax freeze offered by the State. Commissioner Mueller stated that the Committee voted to recommend Village of Lombard Page 1 Lombard Historic Preservation Minutes April 19, 2022 Commission the building to the Historic Preservation Commission for their consideration. On a motion by Commissioner Poskocil and seconded by Commissioner Sanders, the Historic Preservation Commission voted 8-0 to accept the application for 245 W. Maple Street with a preliminary conclusion as a landmark site based on Section 32.079(C)(1), (2) and (3). Staff was directed to schedule the public hearing for May 17, 2022. The motion carried by the following vote: Aye: 8- Rita Schneider, Tom Fetters, Eileen Mueller, Brigitte O'Brien, Patricia Poskocil, Bob Wardzala, Jason Sanders, and Lynn O'Donnell Absent: 3- Lyn Myers, Marcy Novak, and Stephanie Zabela B. Finance - Jason Sanders Commissioner Sanders referenced the distributed budget report 9% has been expended through February and on track to remain balanced. C. Personnel - Pat Poskocil Commissioner Poskocil, and Commissioner Wardzala evaluated Executive Director, Alison Castanzo performance very positively. D. Heritage Award - Lyn Myers No Report E. Certified Local Government - Jason Sanders 220150 Local Landmarks Brochure Review of the second draft of the Local Landmarks brochure. Commissioners Sanders shared a 2nd draft of the Local Landmarks brochure. Commissioners discussed and offered corrections and clarifications. F. Cemetery - Rita Schneider Chairperson Schneider reported that the committee has met twice since February 15th. Topics discussed included cleanup, landscaping, signage and honoring the 30 veterans at Babcock’s Grove Cemetery. Other cemeteries in town were discussed in hopes to locate any veterans. Ex-Officio Report - Ed Seagraves and Allison Castanzo Ex-Officio Summary of submitted report: LHS hosted their first indoor program “America’s Heroines on March 24. LHS is working with Lombard Kiwanis on a historic trolley tour on May 7. Lilac Time tours are underway. Installation underway for the exhibit “Porcelain Utopia: Mid-Century Lustron Homes in Illinois The annual meeting was held on April 13. Adam Dynako, an Eagle Scout, is replacing the wood fence at the Peck Homestead. Holladay Properties reached out to borrow the DuPage Theater medallion to create a mold to make medallion for the façade of Lilac Station located at 101 S. Main St. The Peck Art and Letter Contest attracted participation from private school students only this year LHS staff has developed new partnerships with other museums in the area. September 9-8 7pm Carriage House Reopening 50th Members Only Preview 9-8 7pm 50 years of Maple Street Exhibit Opening 9/24 3pm to 10pm 50th Anniversary Party, Food truck, beer garden, etc. October 10/7 - 10/8 Tales +Tombstones with Lombard Park District 10/20 - 10/21 Steampunk Halloween Tours Art of Dying 10/29 Steampunk Exhibit Closes 10/29 Haunts & History November 11/5 9am - 2pm Christmas Mart Village of Lombard Page 3 Lombard Historic Preservation Minutes April 19, 2022 Commission 11/10 Virtual 7pm: Genealogy program December 12/3 Evening Jingle Bell Jubilee 12/9 - 12/14 Friday and Saturdays tours at 1,2,3,(No 3pm tour on the 17th) 12/17 virtual Christmas Tea Carriage House Addition Summary of submitted report: The slab for the addition floor was poured early March with framing and roofing proceeding Work indoors began with stairs being constructed LHS Collection and Archives has been prepped to reduce any construction dust on the boxes or items Tim Frakes donated his time and services to create a video on why the Carriage House Project is important. It can be seen at LHS YouTube Channel or <https://www.youtube.com/watch?v=JbGhXjGo5Ag> Planner's Report No Report Old Business Agenda Requirements and Open Meetings Act Village Clerk, Elizabeth Brezinski, outlined the Open Meetings Act regarding agenda and meeting minutes requirements that were discussed at the last meeting. New Business At the Local Landmark Committee meeting, Commissioner Novak dropped off a plaque that was on the old DuPage Theater to be donated to the Historical Society. An individual who wishes to remain anonymous gave it to Commissioner Novak for this donation. Commissioner Mueller suggested that 23 W. Maple Street, the Victorian Cottage be considered for the landmark process.
