Village of Lombard Village Hall 255 East Wilson Ave. Lombard, IL 60148 villageoflombard.org Minutes Monday, August 17, 2020 7:00 PM Village Hall - Board Room Plan Commission Commissioners: Martin Burke, Ruth Sweetser, Stephen Flint, Leigh Giuliano and Bill Johnston Staff Liaison: Jennifer Ganser Plan Commission Minutes August 17, 2020 NOTICE OF MEETING MODIFICATION DUE TO COVID-19 Pursuant to Governor Pritzker’s Executive Order 2020-07, as extended and modified by Executive Orders 2020-18, 2020-33, 2020-39, 2020-44 and 2020-48, which suspend the requirement of the Illinois Open Meetings Act requiring in-person attendance by members of a public body during the duration of the Gubernatorial Disaster Proclamation, members of the Plan Commission may be participating in the meeting through a virtual meeting platform. Physical attendance at this public meeting will be capped to a maximum capacity of 50 persons in total, inclusive of Village officials, staff and consultants (whose physical attendance will be given precedence), with strict social distancing requirements in place. While the public is welcome to attend the meeting, and provide comments, in person, given capacity limitations and the COVID-19 pandemic, residents are invited to view and participate remotely through the means offered below. Residents may view the meetings live on television, at Comcast Channel 6 or AT&T Channel 99, or on online at www.villageoflombard.org/220/view-meetings-live. Village of Lombard Page 1 Plan Commission Minutes August 17, 2020 Call to Order Vice Chairperson Flint called the meeting to order at 7:00 p.m Pledge of Allegiance Vice Chairperson Flint led the Pledge of Allegiance Roll Call of Members Present 4 - Ruth Sweetser, Stephen Flint, Leigh Giuliano, and Bill Johnston Also present: William Heniff, AIPC, Director of Community Development. Commissioners: Martin Burke, Ruth Sweetser, Leigh Giuliano and Bill Johnston attended remotely. Vice Chairperson Flint called the order of the agenda. Mr. Heniff read the Rules of Procedures as written in the Plan Commission Public Hearings 200253 PC 20-19: Text Amendment, Temporary Use of Daycare and Schools Requesting approval of a text amendment to the Lombard Zoning Ordinance to establish a new Section 155.226 within the Lombard Village Code, and amend other relevant sections if necessary for clarity. The proposed amendment will establish temporary permitted land uses for day care centers and public and parochial elementary, middle and high schools within the Zoning Ordinance during periods that a Gubernatorial Disaster Proclamation is in effect, relative to a viral pandemic. (DISTRICT ALL) Sworn in to present the petition were William Heniff, Director of Community Development. Mr. Heniff presented the staff report, which was submitted to the public record in its entirety. The Village proposes to add a Section of Code Village of Lombard Page 2 Plan Commission Minutes August 17, 2020 during times of a Gubernatorial Disaster Proclamation to assist schools and day care centers for temporary land uses. Many activities in 2020 were able to be completed by an Executive Order. However, the Zoning Ordinance requires public hearing. Staff worked with Village Counsel to write the proposed text amendment. The Village has received questions from schools and day care centers asking if they can open additional locations to assist the community. Staff anticipates additional day care centers may be needed to accommodate children not physically in school and to accommodate social distancing and other health protocols. Currently, schools and day care centers are a conditional use in many zoning districts, which can take approximately 60-90 days to be reviewed. There were no public comments Vice Chairperson Flint opened the meeting for comments among the Commissioners. On a motion by Commissioner Johnston, and a second by Commissioner Burke, the Plan Commission voted 5-0 to recommend that the Village Board approve the petition associated with PC 20-19. The motion carried by the following vote: Aye: 5- Martin Burke, Ruth Sweetser, Stephen Flint, Leigh Giuliano, and Bill Johnston Business Meeting Approval of Minutes A motion was made by Bill Johnston , seconded by Ruth Sweetser, the minutes of the July 20, 2020 be approved. Code Requirements related to clear line of sight Staff provided a memorandum and companion PowerPoint presentation regarding the definitions of clear lines of sight areas, pole sign provisions within such areas and a discussion of functional clear line of sight areas for excessively wide rights-of-way. The Commissioners provided general support for revisiting these regulations and offered comment for further review as part of a future text amendment petition Adjournment A motion was made by Commissioner Johnston, seconded by Commissioner Sweetser, to adjourn the meeting at 7:30 p.m. The motion passed by an unanimous vote.
