Call to Order
Commissioner Sweetser called the meeting to order at 7:01 p.m

Roll Call of Members
Present 4 - Ruth Sweetser, Bill Johnston, Tony Invergo, and Alissa Verson
Absent 3 - Leigh Giuliano, Kevin Walker, and Robert Spreenberg
Also present: Bill Heniff, AICP Director of Community Development.
Commissioner Sweetser called the order of the agenda.
Appoint an Acting Chair
A motion was made by Commissioner Johnston, seconded by Commissioner
Invergo to appoint Commissioner Ruth Sweetser Chair.
The motion passed by an unanimous vote.

Workshops
Yorktown Commons Parcel 4
Mr. Heniff reviewed a PowerPoint on Yorktown Commons Parcel 4 and
the former Carson’s anchor store. He discussed an overview of the site,
the history, past land use planning efforts, and market conditions. He
reviewed the approved Yorktown Commons design guidelines. He
discussed a concept plan for parcel 4 which includes 90 townhomes by
Horton Development. Horton anticipates filing in Spring 2022 and
starting construction in the fall of 2022. Mr. Heniff discussed a concept
plan for apartments on the Carson’s anchor site with over 600 units by
Synergy. Synergy expects to file with the Pan Commission in the
summer. He noted the existing planned development would need to
be amended. He opened it up for discussion by the Plan Commission
on the proposed multi-family residential at the former Carson’s anchor
site.

The Plan Commissioners asked questions and discussed items
regarding: sewer and water, architectural design, connectivity in the
Yorktown area, market demand, circulation, open space and parks,
bike/ped networks, and the existing Ring Road.
Adjournment
A motion was made by Commissioner Johnston, seconded by
Commissioner Invergo, to adjourn the meeting at 8:32 p.m. The motion
passed by an unanimous vote.

b. site histories,
c. market conditions,
d. land use planning efforts,
e. concept land use/development plans, and
f. prospective regulatory tools available to formally consider future petitions
