1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Chairperson Whittington at 7:00
p.m.
2.0 Roll Call

3.0 Public Participation
Deborah Selucky, 925 E. Maple Street
Ms. Selucky addressed the committee regarding perceived speeding
on Maple Street. She commented that Maple Street has had a lot of
changes since she moved in and the street has been a race-through.
She was out shoveling the sidewalk early the other morning and was
afraid because cars were speeding. She went on to explain that she
lives close to Westmore and there have been a lot of accidents near
the corner. Westmore moves very well, but she is concerned that
people are speeding up at the street light. Last winter when it was icy
someone turned from Westmore onto Maple and went up on the
parkway. DC Wirsing asked if there was a particular time period that it
is most noticeable. Ms. Selucky replied that it's when the traffic is
more sparse they tend to speed up. DC Wirsing explained that
periodically throughout the year the Police Department does directed
patrols the length of Maple. As long as the road conditions permit,
they could do one soon. Ms. Selucky asked if the cable across the
street could be used. DC Wirsing replied that the cable can not
typically be used in the winter, however, the Police Department does
have electronic speed signs that they can post.
4.0 Approval of Minutes
A motion was made by Bob Corbino, seconded by John Larkin, Jr., that the
Minutes of the December 7, 2015 meeting be approved. The motion carried
unanimously.

5.0 Unfinished Business
150505 Yield Sign Replacement
A discussion regarding the prior committee recommendation to install
Stop signs at the intersection of Harrison and Norbury. (DISTRICT #6)
Trustee Ware said that he is not a big believer in stop signs, but after
driving this a couple times, he can see the warrant behind the
situation. If you are traveling southbound on Norbury you are coming
up a small hill and there's a fence right there that's been set up to the
front. He said that he had his daughter drive it and she pretty much
came to a stop because she couldn't see if a car was coming down
Harrison. DC Wirsing commented that just looking at the data it
doesn't support the sign, but at the end of the day this is the Safety
Committee and we want to make things safe. Corso added that
because of the proximity to the school, the buses traveling down there
and bad sight lines because of the fence, he thinks its safer to have a
stop sign. Lew added that there has been one crash in last 3 years
and 900+ vehicles per day.
6.0 New Business
150588 Downtown Traffic Study
A recommendation to permanently retain one-way traffic on Park
Avenue between St. Charles Road and McGuire Drive as well as
allocating two parking spaces on the northeast corner of Park Avenue
and McGuire Drive as No Parking for snow storage. (DISTRICT #1)
Lew explained that the Village had a traffic consultant do a traffic
study downtown, including looking at traffic counts, traffic modeling
and the one-way traffic on Park. One of the recommendations is to
permanently retain the one-way on Park and to sign two spaces No
Parking 11-15 through 4-15 for snow storage. They also recommend
some maintenance items such as, pavement markings, enhanced
signage and optimizing signal timing. Chairperson Whittington
commented that traffic seems to be flowing fine with the current
one-way. Schaefer asked how much the study cost. Lew replied that it
was under $10,000 but he was not sure of the exact cost. Schwarz
asked if the consultant talked to anybody at the Village about the
coordinated traffic signals along St. Charles. Lew answered that they
did, however, they are providing updated cycle timings. Schwarz
pointed out that they made a recommendation that signals should be
coordinated, but they already are. Lew replied that they found a
different signal length in the signal at Park and St. Charles. Cation
asked if the two parking spots marked in a red diamond area on page
one are the ones that will be signed for snow storage. Lew explained
that it would be available except for 11-15 to 4-15. Cation asked how

that would effect the businesses. Lew answered that it has been
vetted through other personnel, but he was not sure if Shannon's has
been approached. Schaefer commented that he thinks dumping snow
is an unfair hindrance on the business and would like to hear a
contingent plan if there is a lot of snow. Mullins pointed out that that's
probably the only place to put the snow, but suggested that there be a
height clause. Lew pointed out that there is currently no parking in
these spaces, so it's actually adding two spaces during the warmer
months.
A motion was made by John Larkin, Jr., seconded by Gary Cation, that this
Request be recommended to the Board of Trustees for approval of retaining
the one-way traffic on Park between St. Charles Road and McGuire Drive and
allow two parking spots to be used for snow storage. The motion passed by
an unanimous vote.

150589 Village-wide Bicycle and Pedestrian Master Plan
Draft final report. (DISTRICT ALL)
Lew gave a short update. There have been two public meetings and
two stakeholder meetings. Once completed, there will be about 35
miles of improvements. This will be done over a period of time, but
the Village is moving forward with the first bike lane potentially next
year on Madison.
150468 Fire Department Reports/Information
AC Howell reviewed the report. Perkins asked how the Keep the
Wreath Red campaign went. AC Howell replied that they did not have
to put in any white bulbs
150469 Police Department Reports/Information
DC Wirsing said that he is working on a 2015 year end report for the
committee and hopes to have it ready for the next meeting.
Chairperson Whittington asked how the Department did for DUIs over
the holiday season. DC Wirsing commented that it was not as many
as you would think. Overall DUIs are down in DuPage County over
the last couple years. Mullins asked how many tickets are issued for
texting and driving. DC Wirsing was not sure, but said he can get the
numbers.
9.0 Adjournment
A motion was made by Gary Cation, seconded by Bob Corbino, that there
