Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes March 7, 2016 Committee 1.0 Call to Order and Pledge of Allegiance Chairperson Whittington called the meeting to order at 7:00 P.M. 2.0 Roll Call Present 7 - Dan Whittington, Jennifer Perkins, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, and Jerry Shaefer Absent 2 - Gary Cation, and John Mullins Others Present: Reid Foltyniewicz, District 3 Trustee Scott Niehaus, Village Manager Deputy Chief Tom Wirsing, Police Department Battalion Chief Marty Coomes, Fire Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Bob Corbino, seconded by John Larkin, Jr., that the Minutes of the February 1, 2016 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 160085 Long Range Planning (LRP) Long Range Budget Planning Discussion Trustee Foltyniewicz introduced the item. In January the Finance Committee started looking at an overall financial strategy for Fiscal Year 2017. It is projected that there will be a $1.6 million deficit, which gets worse as the years go on. The committee did not want just a short term fix. One option would be to raise taxes to cover the shortfall 100%, or the Village could look at expense reductions or both. It was determined the best overall strategy would be to raise taxes, but for every dollar also eliminate or cut back on expenditures. One of the items looked at was the places for eating tax. It is currently 1% in Lombard, however there are a few municipalities that have up to a 2% tax. A benefit of increasing this tax is that it's not forced and, if you look at Yorktown, 60% of people that eat there are not from Lombard. Village of Lombard Page 1 Public Safety & Transportation Minutes March 7, 2016 Committee The committee also reviewed expense reductions. One of the items discussed is what the Village's role is in providing enhanced services. One being the Taxi Cab Program which subsidizes taxi fares. Perkins asked if that was the York Township program. Niehaus answered that it is separate from the York Township program and that is why it's considered enhanced. Niehaus explained that for the most part the $1.6 million is addressed. There is $160k remaining to be addressed, but staff will be able to do it without changing major service levels at Police, Fire or Public Works. However, whether it's this year or further down the road, committee members should be aware of the challenges that are facing the Village. Although Governor Rauner says they won't touch the dispersement for 2017, they could. If the Village loses $2 million from the annual revenue stream, departments will have to have very serious level-of-service discussions with the committee. Niehaus reviewed the presentation that was handed out. General discussion ensued. 160059 Intersection of Grove Street and Park Avenue Request for a 4-Way Stop A resident request to modify the intersection from a 2-way Stop to a 4-way Stop. (DISTRICT #1) DC Wirsing explained that several situations have come up that are not addressed in the staff report. The developer will begin construction on the condo building on the corner soon and the condo building at 49 N Park will be doing work on their parking deck again, so there will be a lot of traffic parked on Park and perhaps some construction vehicles. Sgt. Grage did not recommend a 4-way stop, however one option may be to do a temporary 4-way stop and re-evaluate the intersection in the Fall. That could be approved by the Police Chief and Public Works Director, as they have authority to approve temporary traffic control. Schwarz pointed out that in the summary of Sgt. Grage's report it does say that the intersetion did meet vehicular volume requirements. Schwarz asked if the committee could be provided the traffic counts. DC Wirsing replied that if a temporary is done it wouldn't take long, so staff can bring back the counts. Corso suggested that the committee can make a recommendation to do it with the understanding that it can be readdressed in 6-9 mos. DC Wirsing suggested that if the committee would be more comfortable with seeing the numbers to consider installing a permanent 4-way, it can wait until April. A motion was made by Bob Corbino, seconded by John Larkin, Jr., to recommend approval to install a temporary 4-way stop when construction Village of Lombard Page 2 Public Safety & Transportation Minutes March 7, 2016 Committee starts. The motion passed by an unanimous vote. 7.0 Other Business 8.0 Information Only 150468 Fire Department Reports/Information BC Coomes reviewed the report. It was a busy month for training. When the department did ice rescue training Avis Meade, the Village's Communications Coordinator, was live streaming video on Parascope. As she was putting it on there people were commenting on it from all over the world. Schaefer asked why runs were made to Central DuPage and Glen Oak hospitals. BC Coomes explained that many Lombard residents physicians work out of those hospitals, so if a call is non-life threatening they can be transported there. However, if it's an emergency they are transfered to Elmhurst or Good Samaritan. Glen Oaks may also receive accident victims from the Route 53/North Avenue area. 150469 Police Department Reports/Information Corso asked if the Village has had any complaints about the Prairie Path flashing light. DC Wirsing replied that there have not been any complaints. General discussion ensued regarding the beacon. 9.0 Adjournment A motion was made by Jerry Schaefer, seconded by John Larkin, Jr., that there being no further business the meeting be adjourned at 7:55 p.m. The motion carried unanimously.
