Chief Howell, Fire Department Deputy Chief Wirsing, Police Department Sgt. Grage, Police Department Matthew Lew, Civil Engineer, Public Works Department 3.0 Public Participation 4.0 Approval of Minutes A motion was made by John Larkin, Jr., seconded by Michael Corso, that the minutes of the June 6, 2016 be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 160384 700 Block of S. Charlotte Parking Restriction A resident request to install No Parking, 9 AM - 3 PM on School Days on S. Charlotte from Harrison to Harding. (DISTRICT #6) Corso said that he contacted the principal at Glenbard East today since this issue has come up several times in the past. He called to make him aware that these kids are going to be pushed back another block. The principal was concerned because of the parking situation at the high school. He couldn't make it tonight, but said that he would like to address the committee at some point. Corso added that he thinks the committee needs to start talking about loosening the parking restrictions slightly on the closer blocks. He went on to say that if the committee passes this tonight, it's just going to push them to the 600 block and we'll be back here again. Another idea may be to restrict it on one side of the street temporarily. Chairperson Fugiel commented that he has noticed recently that there Village of Lombard Page 1 Public Safety & Transportation Minutes September 12, 2016 Committee are not a lot of cars in the parking lot at Sunset Knoll. Corso replied that it costs $50. DC Wirsing said that he talked to Kurt Johansen, the asst. principal, and he said that they lowered the cost of permits for that parking lot this year, but they only average 6 or 7 cars in that lot. He further added that it's not really on the high school to fix this issue, they offer bus service. Corso said that the principal didn't want these kids to get tickets and it's concerning because we're just pushing these kids further and further. Corso suggested that a permit program be implemented that would allow one or two cars to park on each block around the school by finding 5 or 6 people on each block that would be ok with a student parking in front of their house each day. If the kids are loitering or littering we take their permit away. Shaefer commented that you have to catch them in the act. The reason he pursued having Hammerschmidt signed many years ago was because they were dumping their garbage in the street. Wirsing replied that as far as students dumping garbage, we do have a liaison officer that will run the plate and talk to the kid at school. Lew added that an additional issue is the refuse pick up. The garbage trucks are physically not able to pick up the refuse with parked cars there. Chairperson Fugiel stated that although there is an agreement written for that lot at Sunset Knoll, right now it's not functional. Wirsing added that it's not an easy situation. At some point we're going to have to make a global decision. Perkins suggested that the item be tabled to invite the principal to the next meeting. Cation added that he sees an administrative issue with a permit system. There is a solution, but it sounds like kids are not using the solution. tabled 160393 Intersection of Division & School, No Left Turn Recommendation from the Transportation & Safety Committee to approve a request from Westmore School prohibiting left turns from westbound Division onto southbound School Street from 7:00 am to 9:00 am and from 2:00 pm to 3:00 pm on school days. Two ordinances are attached. (DISTRICT #5) Sgt Grage reviewed the item. This action was requested by the principal of Westmore School. There is a clockwise traffic pattern around the school and this is a way for parents to cut in. There are a lot of parents cutting into the drop off line at this intersection and it creates chaos for the school. The request seems reasonable. Cation asked if the restriction would be seasonal. Sgt Grage replied that it would be on school days only, so it would not be in effect in the summer. Perkins asked if the principal will assist in getting the word Village of Lombard Page 2 Public Safety & Transportation Minutes September 12, 2016 Committee out. Wirsing stated that the Police Department will do information enforcement in the beginning as well. A motion was made by John Larkin, Jr., seconded by Bob Corbino, that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. Aye: 7- Jennifer Perkins, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Gary Cation, and John Mullins Nay: 1- Jerry Shaefer 160394 Lombard Road North of Cortland, No Parking, Stopping or Standing Recommendation of the Transportation & Safety Committee to approve a request from a business owner to extend the No Parking, Stopping or Standing north of Cortland. (DISTRICT #1) Sgt Grage explained that this is an opening that was left when the cul de sac was created. There are a lot of cars parking in the cul de sac making it difficult for B. Haney & Sons to move their large equipment in and out. Corso asked who is parking there. Sgt Grage replied that it is employees of surrounding businesses. Corso asked if they have enough parking. Fugiel commented that by code there should be. A motion was made by Michael Corso, seconded by Bob Corbino, that this Request be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 160395 E. Morningside Avenue A resident complaint of speeding and requst for speed bumps. Sgt Grage explained that this was in response to a letter that was sent to the Public Works Director. He added that he handled a complaint from the same resident in 2014. The resident feels that vehicle noise is too high and that vehicles are speeding and that's the cause of the noise. Sgt Grage pointed out that in the speed study only 7% of vehicles are traveling over the speed limit. The 85th percantile is doing 27 mph even though the speed limit is 30 mph. Based on the data, cannot say that there is a speeding problem on that road. It was brought to the committee because of the request for speed bumps. The resident thinks it would quiet the traffic, but it would actually create noise, particularly if cars are in disrepair. It would also be problematic for snow plows and emergency equipment. Cation commented that the resident should have been given the opportunity to speak at the committee meeting. A motion was made by Bob Corbino, seconded by Michael Corso, that this Request be denied . The motion passed by an unanimous vote. 7.0 Other Business Village of Lombard Page 3 Public Safety & Transportation Minutes September 12, 2016 Committee 8.0 Information Only 150468 Fire Department Reports/Information Howell said that on July 7th the fire chief retired. The department currently has an interim chief. The Village went through an extensive process to find the new chief, Rick Sander. Chief Sander is a 27 year veteran from Evergreen Park and he was Deputy Chief in Naperville. He comes very well qualified. He will be sworn in this Thursday at the beginning of the Board meeting. There will also be a reception from 6:30-7:30 in the Community Room. The department also has four new firefighter/paramedics graduating academy this Friday. A few years ago the State changed the law to allow employers to require that new hires have their paramedic license so you don't have to pay overtime for someone to cover for them while going to paramedic school. Every apparatus we have is advanced life support and it's all paramedics on trucks and engines. Saturday there was a small fire at Bucca di Beppo. A number of people were evacuated. There was a power outage and an employee lit candles in the basement. The fire was quickly extinguished, but smoke went up through kitchen. The department is currently testing an auto compression device for CPR. It looks like a machine with pistons that you can strap to a patient to do CPR while you do other things. These are prevalent in rural areas where it may be a couple hours to a hospital. However, we're very close to Good Samaritan, so we're still evaluating. Cation asked if the department mandates how many training hours are required by employee. Howell answered that the number of training hours required depend on the level of certification. They are required a certain amount of continuing education hours every 6 months. 150469 Police Department Reports/Information DC Wirsing said that the department has an officer in academy graduating at the end of the month and they're hoping to have four more in soon. Chairperson Fuguiel commented that he noticed that parking citations are up significantly. Sgt Grage responded that the newer officer on midnights has leveled off. Perkins asked how the booting is going. Sgt Grage replied that they are still catching some, but there are still some big fish in town that owe in excess of $1500. Village of Lombard Page 4 Public Safety & Transportation Minutes September 12, 2016 Committee The program has been beneficial. Sgt Grage added that the program for making violaters pay for class, has resulted in the department being able to purchase more child car seats. We are using those funds to increase the safety of kids we encounter on the street. Sgt Grage also informed the committee that today the department received notification from IDOT that they've been approved for next years traffic safety grant. Actually approved for 100% of the funds that were applied for, totaling about $86k. That will put an extra officer on the road for drunk driving enforcement. 9.0 Adjournment A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn the meeting at 7:41 p.m. The motion carried unanimously.
