Gerhardt Community Room Public Safety & Transportation Committee Trustee Dan Whittington, Chairperson Trustee Mike Fugiel, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, John Schwarz, Robert Corbino, Gary Cation, Jerry Schaefer and John Mullins Public Safety & Transportation Minutes October 3, 2016 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson Whittington at 7:00 PM. 2.0 Roll Call Present 8 - Dan Whittington, Jennifer Perkins, Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Gary Cation, and Jerry Shaefer Absent 1 - John Mullins Staff Present: Matthew Lew, Civil Engineer, Public Works Department Asst. Chief Howell, Fire Department Deputy Chief Wirsing, Police Department Sgt. Grage, Police Department 3.0 Public Participation Jennifer Gronwold, 740 S. Charlotte 4.0 Approval of Minutes A motion was made by Gary Cation, seconded by John Larkin, Jr., that the minutes of the September 12, 2016 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 160384 700 Block of S. Charlotte Parking Restriction A resident request to install No Parking, 9 AM - 3 PM on School Days on S. Charlotte from Harrison to Harding. (DISTRICT #6) Ms. Gronwold addressed the committee regarding her concerns of access, public safety and child safety. Students are parking on both sides of the street. The garbage truck has had to back up and reposition and neighbors have had issues with contractors, landscapers, delivery vehicles, etc. being able to access the properties they are working on. School buses are having difficulty as well as the postal carrier. She added that backing out of her driveway is difficult as she has had to do a 3-point turn to get out of the driveway. On September 12th there was a Village of Lombard Page 1 Public Safety & Transportation Minutes October 3, 2016 Committee fire at 730 S. Charlotte and it appeared that the first responders were having difficulty placing the vehicles. She believes that had it been serious access would have been compromised. Concerning the child safety issue, there is a Glenn Westlake bus stop there. The bus stops in the middle of the street and students have to walk out to the bus. Also, the students can't see when crossing the street. Lew told the committee that Police and Public Works staff met regarding a proposed policy for addressing the high school parking. To address the committee's concern about setting a boundary for considering requests for no parking, the proposed policy states that any new requests will be considered if they are within 1/3 mile of the school. If the request comes from outside of that area would only consider it for public safety concerns as determined by Police Department staff. As this block of Charlotte does lie within 1/3 mile, installing signage would follow the proposed policy. Wirsing added that staff will bring the proposed policy to the committee for the next meeting. General discussion ensued. A motion was made by Jerry Schaefer, seconded by Bob Corbino, that this Request be recommended to the Board of Trustees for approval. The motion carried by the following vote: Aye: 6- Jennifer Perkins, John Larkin Jr., John Schwarz, Bob Corbino, Gary Cation, and Jerry Shaefer Nay: 1- Michael Corso Absent: 1- John Mullins 7.0 Other Business 8.0 Information Only 150468 Fire Department Reports/Information AC Howell gave the committee a brief update of events at the Fire Department. The new Fire Chief started today. The new engine has arrived, the department will participate in the Senior Fair October 5th and will host an open house October 12th, 6 PM - 8 PM. 150469 Police Department Reports/Information DC Wirsing said that the Police Department will be participating in the Senior Fair as well. 9.0 Adjournment Village of Lombard Page 2 Public Safety & Transportation Minutes October 3, 2016 Committee A motion was made by Gary Cation, seconded by Bob Corbino, to adjourn the meeting at 7:40 p.m. The motion carried unanimously.
