The meeting was called to order by Chairperson Whittington at 7:00 PM.

Present 6 - Dan Whittington, Jennifer Perkins, Michael Corso, Bob Corbino, Gary

4.0 Approval of Minutes
A motion was made by Gary Cation, seconded by Jennifer Perkins, that the
minutes of the April 3, 2017 meeting be approved. The motion carried
unanimously.

170247 Request for Overnight Parking Ordinance Modification
A request from Oakview Estates Condominium Association to allow
overnight parking on St. Charles Place for condominium residents.

DC Wirsing explained that he and Community Development have been
working with them. When Phase 1 was originally constructed there was
supposed to be a Phase 2, which would have been a building right next
to the first. A developer has purchased the property and will be building
townhomes. Oakview Estates think they do not have enough parking as it
stands and would like additional parking as well. They were invited to
attend tonight. The biggest concern is, even during construction, if they
park on St. Charles Place they will cross St. Charles Rd. where there is
not a crosswalk. There are parking lots on Edgewood that they may be
able to use, but we would like to hear ideas from them as well. DC
Wirsing added that they're board was interested in coming here to talk
about it. Community Development says the existing parking is
appropriate for that space. Sgt. Grage said that he did let her know when
this meeting was. Perkins asked if each unit has 1 garage space and 1
outside parking space. DC Wirsing answered that they do and that the
townhomes will have a 2 car garage under their unit. Perkins asked if
overnight parking is permitted for the spaces on Edgewood. DC Wirsing

replied that there is not, but we could probably accommodate them
during the construction. DC Wirsing said they will reach out to them again
to see if they want to come to the next meeting.
A motion was made by Michael Corso, seconded by John Mullins, that this
Request be tabled. The motion passed by an unanimous vote.

150468 Fire Department Reports/Information
AC Howell told the committee that Fridays between Memorial Day and
Labor Day the firefighters may wear red t-shirts as part of a campaign
supporting the troops. He went on to say that the Department applied for
and was awarded a federal grant in the amount $350k for replacement of
the SCBA. The current airpacks are 12 years old and non-compliant with
federal standards.
AC Howell reviewed the annual report and discussion ensued regarding
training for extrications from electric cars. extrication.
150469 Police Department Reports/Information
Sgt. Grage spoke regarding the distracted driver awareness campaign.
The Department did above average for departments our size. He also
pointed out that there has been an increase in rear-end accidents on
Roosevelt Rd. It's not really an enforcement issue, just people not paying
attention. The accidents should decrease when the watermain project is
done.
Sgt. Grage reveiwed the annual report. There was an increase of 14%
overall in total police activity. Statistically not seeing much difference with
DUI arrests, although they are up this year. Cation asked how the
determination is made to call in SWAT. DC Wirsing replied that a
pre-planned event, or something with high risk or high probability that
something could go wrong; a barricaded subject or something that goes
beyond the means and amount of personnel that we have would
constitute calling SWAT.
Corso suggested that in regard to the accidents on Roosevelt, maybe we
should install a temporary stop sign or something. Sgt. Grage explained
that it's a lot of rear ends. It's just people getting bottle necked and not
paying attention.

Sgt. Grage added that the Department participated in a traffic safety
challenge sponsored by the Illinois Association of Chiefs of Police
(IACP). Departments were judged on education, training, public
education, enforcement and involvement in engineering. Lombard placed
2nd in the state for agencies our size.

A motion was made by Gary Cation, seconded by John Mullins, that the
meeting be adjourned at 7:30 PM. The motion carried unanimously.
