1.0 Call to Order and Pledge of Allegiance
The meeting was called to order by Acting Chairperson Foltyniewicz at
7:00 PM.
2.0 Roll Call
Present 7 - Michael Corso, John Larkin Jr., John Schwarz, Bob Corbino, Jerry Shaefer,
John Mullins, and Reid Foltyniewicz
Absent 3 - Dan Whittington, Jennifer Perkins, and Gary Cation
3.0 Public Participation
Mr. Smolak, 577 S. Fairfield Avenue
Mr. Smolak stated that a couple months ago he came to a committee
meeting and made a request to the committee. He went on to say that he
would like to add to the request. He has lived in the Village for 23 years
and has paid $150,000 in property taxes. He is a vietnam vet, agent
orange exposed. He concluded with a request to reduce the speed limit
to 25 mph on the 500 block of S. Fairfield and proposed to make it a
dead end street. He further stated that there are 7,000 vehicles that travel
through there monthly making it no longer a residential street. He has
asthma and so is asking for help in making it a dead end street.
4.0 Approval of Minutes
Schaefer corrected that item 150469, 2nd paragraph, should state that
Schaefer asked about the validity of the stop light at Hickory/Main since
Mr. Z's has closed.
A motion was made by John Larkin, Jr., seconded by Jerry Schaefer, that the
Minutes of the November 6, 2017 meeting be approved as amended. The
motion carried unanimously.
5.0 Unfinished Business
170477 Request for 4-Way Stop
A resident request to install a 4-way stop at the intersection of E.
Madison Street and S. Fairfield Avenue. (DISTRICT# 5 & 6)
Lt. Grage reviewed the item. Staff has provided the traffic counts that
were requested at the last meeting. The number of vehicles dwindles as
it approaches Madison. The staff recommendation to not install a 4-way
stop still stands.
A motion was made by John Larkin, Jr., seconded by Jerry Schaefer, that this
Request be denied. The motion passed by an unanimous vote.

170419 Intersection of Meyers Road & Butterfield Road
Request to IDOT/DuDOT regarding a time extension of the left turn arrow
on Meyers Road at Butterfield Road.
Lt. Grage reviewed the item. IDOT replied that they will not entertain the
request. Staff has not heard back from DuDOT. Schaefer stated that part
of the problem is that they stop the traffic on Butterfield east of the
intersection to let the traffic out of the Inland building area. Mullins added
that a double turn lane would help. Schaefer suggested that we contact
the Oak Brook Police Department. Schwarz asked if crash data was
available. Lt. Grage replied that there is nothing significant. Foltyniewicz
summarized that as the intersection and roadway to the north are not
Village jurisdiction, all the Village can do is let the state and county know
that there is an issue.
6.0 New Business
Corso commented that the second left turn lane for southbound Finley is
still not open and that taking out the dedicated right turn lane was a bad
call. There are far more cars turning right than going straight in that lane
and it's a short signal going southbound so it really backs up.
Mullins commented that on southbound Main at Roosevelt drivers are
driving onto the hash marks to get to the left turn lane and then people
can't get over that are doing it legally. He suggested that the turning lane
be extended.
Mullins also commented that many of his neighbors are asking him about
the project at Yorktown. He said that he thinks that the committee
members should know what is going on because of the potential of 2,000
more cars in the area. He asked that someone come to a committee
meeting and go over the proposal and time frame. Foltyniewicz replied
that there will be active senior housing and an additional building open to
anyone. Schwarz asked if the ring road at Grace will remain a 4-way
stop. Foltyniewicz answered that it would. He went on to explain that on
Parcels 3 and 4 (the convenience center area) Carson's Home Store will
remain, but east of it will be condos. Mullins asked if they did a traffic flow
study prior to beginning construction.
Schaefer asked the status of the proposed Westmore-Meyers Road Diet
project. Foltyniewicz replied that it was not sent to the Board as originally
presented since the joint committees denied the proposed project. The
alternate project does include fencing at the Great Western Trail.

150468 Fire Department Reports/Information
FM/BC Howell introduced Ray Kickert, the new Deputy Chief. He went on
to say that DC Kickert is a 26 year veteran of the department and has
served in every role coming up through the ranks, as well as serving as
paid-on-call at one time. DC Kickert will now be the liaison to the
committee.
FM/BC Howell also mentioned that in a cost savings effort village staff is
asking if any committee members would rather receive agendas and
materials electronically.
FM/BC Howell thanked the committee and said that it has been a
privilege to work with them.
150469 Police Department Reports/Information
Lt. Grage mentioned that there were 313 DUI arrests in 2017, which is a
334% increase over the previous year. We have good officers out there
doing their job. Hopefully it will start settling down in 2018. He also said
that the department is applying for a distracted driving enforcement grant.
9.0 Adjournment
A motion was made by John Larkin, Jr., seconded by John Mullins, to adjourn
the meeting at 7:39 PM. The motion carried unanimously.
