The meeting was called to order by Chairperson Whittington at 7:00 PM.

A motion was made by John Larkin, Jr., seconded by Gary Cation, that the
Minutes of the November 4, 2020 meeting be approved. The motion carried
unanimously.

210069 Broadview Avenue South of North Avenue, No Commercial Truck
Parking
A staff request to approve removal of the "No Parking 7am-4pm, Monday
through Friday" signage and installation of "No Commercial Truck
Parking" signage. (DISTRICT #1)
Cation asked if both signs could be installed. Chief Newton replied that
the trucks are really the issue, as they stay much longer. Any regular
vehicle parking there would just be someone running in.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
Request be recommended to the Board of Trustees for approval. The motion
passed by an unanimous vote.

DC Kickert reviewed statistics from 2020.
- 6,961 total calls, down approximately 400 from 2019

- 76% were ambulance calls
- Of the 20 agencies that DuComm dispatches to, Lombard was the
busiest even though we're not the largest
- Transported 117 Covid19 patients
He went on to add that there are two retirements coming up, as well as
two promotions.

Chief Newton reviewed statistics from 2020.
- 19,563 total calls
- 31,128 of calls were officer initiated
- 15,489 of the officer initiated were traffic stops
- 220 DUI arrests
- 5,750 traffic citations were issued
- 1,069 arrests, of those arrests only 55 incidents required use of force
- 26 initiated pursuits, of which 84% were self terminated
- 5 officer involved crashes
- 1,189 overall crashes, down from 1,951 in 2019
- 14.6% resulted in injury (none fatal)
- Highest crash intersections were Roosevelt/Meyers, Roosevelt/Finley,
Roosevelt/Main
Chief Newton went on to add that the Department has gone live with the
body cameras. 3,582 videos, which totals 713 hours, have been
uploaded to the cloud. Non-criminal videos delete in 90 days
automatically. All of the officers have been trained. The union was
involved in the selection so there has been no push-back from any
officers.
The squad cameras will be added in April. These will automatically turn
on if the speed is above 70 and when the back door of the squad is
opened.
The Department was also able to purchase the trigger guard for holsters
(gun and taser), which will automatically turn the body camera on when
the weapon is pulled from the holster.
