The meeting was called to order by Chairperson LaVaque at 7:00 PM.

A motion was made by John Larkin, Jr., seconded by Bob Corbino, that the
Minutes of the August 4, 2021 meeting be approved. The motion carried
unanimously.

210275 Police Department Small Unmanned Aircraft Systems "Drone"
Proposal
Staff recommendation to waive bidding and purchase one DJI Matrice
300 RTK sUAS with Zenmuse H20T camera and one DJI Mini 2 sUAS
from Aerial Influence LLC in the amount of $29,433.00. This purchase
was reviewed by the Public Safety & Transportation Committee and the
Community Relations Committee with a recommendation to approve the
purchase.
DC Grage presented the item and showed a short video. The drone can
be used for law enforcement situations, some Fire Department
applications, and will surely be useful to other Village departments. DC
Grage explained that although other area departments have drones, the
time it takes for it to arrive at another town can be critical. He also
reiterated the laws concerning using drones for law enforcement
purposes, such as they can't be flown over private property without a
search warrant. It can only be used in the public right of way and any
recording not associated with a crime must be destroyed in 30 days. If it
is used to find a perpetrator without a warrant, it must be reported to the
State's Attorneys Office within 48 hours. He added that any operators will
have to take classes and must be licensed. The plan is to have two
operators and the Department currently has one employee who was an
Army helicopter pilot, so he will only need an additional certification.

General discussion ensued.
A motion was made by John Mullins, seconded by John Larkin, Jr., that this
Request be recommended to the Board of Trustees for approval. The motion
passed by an unanimous vote.
7.0 Other Business
Perkins mentioned that she noticed that Villa Park has stop signs that
are completely lit up around the perimeter of the sign and asked if that's
something Lombard would consider as signs are replaced. Mullins
commented that you would have to take nearby homeowners into
consideration. They may not want that flashing at night right outside their
house. Chairperson LaVaque said that he would look into it.

150468 Fire Department Reports/Information

DC Kickert reviewed the July report and told the committee that the
department tendered offers to three candidates. They will be starting
September 27th. He added that the department will be taking delivery of
a new ambulance and fire engine soon.
150469 Police Department Reports/Information
DC Grage reported that the department has applied for a Triple A grant
which will fund school zone flashing yellow beacons at two schools
because they are located on a 4- lane roadway. The beacons will be
operational during morning and afternoon pick-up/drop-off. They are able
to be programmed remotely through a cellphone app.

A motion was made by Bob Corbino, seconded by John Larkin, Jr., to adjourn
the meeting at 7:37 PM. The motion carried unanimously.
