The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 7.0 Other Business 220079 Shared Public Safety Facility Improvement RFQ Carl Goldsmith reviewed the item. In 2018 a space needs analysis was done for Fire Station 45 through which it was realized there were constraints to construct onsite. There is a need for space for administrative support. We are also looking at the Police Department, which was built in the early 70s. Through the feasibility analysis, we aim to provide greater space for the operations aspect of both departments. At the same time, we hope to address the gap in service coverage for the Fire Department. The gap is along the Wilson Avenue corridor. The ideal response time is four minutes or less, however response to this corridor is a bit longer because of the proximity of Fire Station 44 and Fire Station 45. The Village acquired property on Fairfield, however it was determined it is not suitable. We're looking at the option to construct on the village campus. This would address the gap in coverage and ease congestion at the stations. There is funding in the CIP for this effort, as well as improvements for Fleet Services. Both projects will be managed by Public Works. The QVS process is being used to choose a firm based on qualifications, not price. The Request for Qualifications was issued to eight (8) firms. A Question & Answer session was held on February 8th and the proposals were due on February 22nd. An internal review panel met on February 24th to select a firm using a standardized scoring system based on Village of Lombard Page 1 Public Safety & Transportation Minutes - Final March 2, 2022 Committee qualifications, expertise, available resources, responsiveness and references. The selection panel looked all five (5) proposals and selected a firm. We are anticipating submitting the contract for approval by the Board of Trustees at the April 7th meeting. From there a team will be assembled including Carl Goldsmith and personnel from the Police and Fire Departments. The estimate of probable cost rolled into the 2023 CIP and construction will occur in 2024. The selected architect is the foremost used architect in Police and Fire facilities in the Midwest. Their expertise is in joint public safety facilities. They will be in the position to know what can and can't be accommodated on-site. Parking and stormwater are a challenge. We're looking at the Police Department being expanded to be connected to the Village Hall. The north landing will serve as the connecting point. This allows us to look at staffing levels and function of building use. Cation asked if the Fire Department would require additional equipment. DC Kickert replied that they will not. They will move an ambulance and engine or ladder to the new site. Miller asked what the response time for the middle corridor is. Kickert replied that it can be 6 to 7 minutes, which effects Cambria and Flowerfield. 220080 Smoke Detector Installation Program DC Kickert explained that a Fire Safety Education and Smoke Alarm Installation program will be starting this year. The Village can get up to 24 detectors and residents can request that the Fire Department install them in their home. It's not going to be broadly published, but will be on the Village's website. At this time we're not sure how many detectors we can get. This program will apply to single family homes only. The Fire Prevention Bureau will do the installation, as well as look at each house to see how many smoke alarms they need. The smoke alarms have a10-year battery. This is a new program, so we'll see how it goes. Cation asked when the program would begin. DC Kickert answered that it's scheduled to begin right after being presented to the committee. Cation asked what qualifies someone to participate. DC Kickert replied that anybody can participate, there is no monetary qualification. DC Kickert added that it's a new program and it is successful in other communities. DC Kickert explained the new Knox Box program. Residents have requested these over the years and we've loaned them out, but we never got them back. These can be used on single or multi-family residences. Some multi-family buildings, like Overature, if we have to break into a door, they're all dead bolt doors and Overature will charge them $2,500 to replace the door. Residents will have to go through Knox to order the unit which is $180, but it saves all that damage or waiting on somebody Village of Lombard Page 2 Public Safety & Transportation Minutes - Final March 2, 2022 Committee to come with a key. The Fire Marshall is promoting the program and will push rather hard. Mullins asked what kind of key the boxes use. DC Kickert replied that every fire department has their own key. When a resident orders through Knox, they will supply that they live and Lombard and Knox knows what key goes to it. Mullins asked if Lombard has a key, how secure is the key. DC Kickert answered that in his 30 years, they have never lost a key. The Fire Department has a Knox Box key in a locked box in the vehicle, so the key is secure. Personnel have to put in a code to open it, so we would know who took it out. Mullins commented that if one were lost they would have to be changed. DC Kickert also explained that residents can purchase a box that attaches to walls, but apartments will charge residents to install and uninstall. Cation pointed out that in light of the issues at the Post Office, it worries him to leave his key out and asked if DC Kickert has heard of any issues. DC Kickert explained that they are solid steel and the Department already has thousands of these out now. Larkin added that he has one built into his wall and it's bullet proof. 220081 Police Department Tour 8.0 Information Only 150468 Fire Department Reports/Information - April 2022 - May 2022 - June 2022 DC Kickert stated that in 2022 the department has responded to 467 more calls than 2021. That puts us in line from what 2019 was. In January of '22,we responded to 190 more calls in one month. It was an extremely busy month. Ducomm was up overall. February the numbers came back down. The Department is using the Auto Pulse now and has had one save. The Firefighter eligibility test is this Saturday. Cation thanked the paramedics that had responded to a 90 year old gentlemen with covid. He said the team was professional and supportive, especially for dealing with people that age. 150469 Police Department Reports/Information Sgt. Menolascino stated that the department held testing and 65 passed the written. The Department will have nine officers on the lateral list, all Chicago PD. There will be three retirements this year and the Village of Lombard Page 3 Public Safety & Transportation Minutes - Final March 2, 2022 Committee Department will hire seven officers, three will go to academy and four laterals. Sgt. Menolascino reviewed some statistics. In 2020 there were 55 Use of Force reports. In 2021 there were 96. This includes anything beyond routine handcuffing. If we put hands on a person, we submit a use of force report. This is the highest in 26 years. Most occur during traffic stops, domestics and mental illness. There were 26 pursuits in 2020 and 59 in 2021. That's an increase of 127%. 27% were apprehended and 60% were terminated by the officer. 71% of pursuits last less than 2 minutes and they mostly occur on the midnight shift. DC Grage is finishing up the Crash Report, but they are up 26%. He surmised that in 2020 everything was shut down, so all of the numbers were down and traffic was light. 9.0 Adjournment A motion was made by John Larkin, Jr., seconded by John Mullins, to adjourn the meeting at 8:13 PM.
