Gerhardt Community Room Public Safety & Transportation Committee Trustee Brian LaVaque, Chairperson Bob Bachner, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, Robert Corbino, Gary Cation, John Mullins, Rick Miller and Patrick Casey Public Safety & Transportation Minutes - Final August 3, 2022 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson LaVaque at 7:01 PM. 2.0 Roll Call Present 9 - Brian LaVaque, Jennifer Perkins, Michael Corso, John Larkin Jr., Bob Corbino, Gary Cation, John Mullins, Rick Miller, and Patrick Casey 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Gary Cation, seconded by John Larkin, Jr., that the Minutes of the March 2, 2022 meeting be approved. The motion carried unanimously. Approval of Minutes A motion was made by Gary Cation, seconded by John Larkin, Jr., that the Minutes of the May 4, 2022 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business Cation inquired about the results of the last two residents that spoke at the previous meeting. Chairperson LaVaque stated that the Lombard Police Department is enforcing that area. He is not taking any action at this time. 6.0 New Business 7.0 Other Business 220253 Presentation of Historical Data by Geographic Zone The Lombard Police Department is providing a new patrol beat design and analysis. Chief Newton gave a presentation. HISTORICAL DATA BY GEOGRAPHIC ZONE The patrol beat design is being restructured because it hasn't been evaluated since 1993. This is beneficial due to the fact that the workload would be spread amongst the other patrol beats. When conducting the study there would be a point system for hazardous calls. Mullins asked what is a hazardous call. When splitting up the districts there is a sixth officer that can help in any district, they are called a rollover rover. Chairperson LaVaque asked when this new patrol beat will go into effect. Chief Newton stated that there are different shift bids, February to May, June to August, September to January. A good starting date is September 1st. Cation asked if the results from 2011-2021 testing can be skewed because of any changes throughout the years. Chief Newton stated that the numbers can be skewed, but things in most recent years starting from roughly 2016 to present day have increased and become significantly busier. Mullins asked what happened to beats L3, L5 and L7. Chief Newton thinks that a long time ago DUCOMM created Lombard's L1, L2, L3, etc., he wasn't exactly sure why they did this. Chairperson LaVaque is a supporter of this because it would be less busy for everyone. He also asked the Chief if this will help with moral? Chief Newton asked respondents for feedback and has received positive feedback from officer's. It has lessened the call load for those working that shift. 220247 Lombard Police Department Takes 1st Place in Illinois Traffic Safety Challenge General discussion ensued regarding Lombard Police Department taking first place in Illinois Traffic Safety. 220248 Lombard Police Department Ranks 3rd in State DUI Arrests General discussion ensued regarding Lombard Police Department ranking third in State DUI Arrests. 150468 Fire Department Reports/Information - October 2022 - November 2022 - December 2022 DC Kickert went through the fire department's monthly reports for April, May and June. He stated that the times are changing and the department is receiving over thirty calls a day for two stations with sixteen guys. The citizen's fire academy will begin in September. The fire house's open house will be October 12th at fire station 45. Cation was inquiring about the combination between the fire and police stations new building. DC Kickert stated that having the police and fire station combined will not be feasible. He stated that the fire department is looking for their own stand alone building. Which would be located in a centralized area where our response times are longer. As of now it is still a working progress. Village of Lombard Page 2 Public Safety & Transportation Minutes - Final August 3, 2022 Committee 150469 Police Department Reports/Information Chief Newton stated that the police academy will start September 13 and end Novembers 15. There has been three recent speed studies on Finley, Charlotte and Westmore Road. It turned out to be the same speeds, bulk of them were under 35 MPH and a few were over 45 MPH. Next efforts is Jackson Street off of Westmore near Villa Park. Manor Hill and Pleasant Lane have speed reduction signs posted. 9.0 Adjournment A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn the meeting at 7:48 PM.
