Gerhardt Community Room Public Safety & Transportation Committee Trustee Brian LaVaque, Chairperson Bob Bachner, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, Robert Corbino, Gary Cation, John Mullins, Rick Miller and Patrick Casey Public Safety & Transportation Minutes - Final February 1, 2023 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson LaVaque at 7:01 PM. 2.0 Roll Call Present 7 - Brian LaVaque, Michael Corso, John Larkin Jr., Bob Corbino, Gary Cation, Rick Miller, and Patrick Casey Absent 2 - Jennifer Perkins, and John Mullins 3.0 Public Participation 4.0 Approval of Minutes A motion was made by John Larkin, Jr., seconded by Gary Cation, that the Minutes of the November 2, 2022 meeting be approved. The motion carried unanimously. 5.0 Unfinished Business 6.0 New Business 230027 No Right Turns on Red Traffic Signals - Main at Parkside and Main at Hickory Staff recommends that the Village amend Section 10-14-3 of the Traffic Code to prohibit right turns on red traffic signals on westbound Parkside at Main and westbound Hickory at Main based on the intersection sight distances. Chief Newton introduced Sgt. Tom Balsitis. Sgt. Balsitis is taking over for Sgt. Menolascino. Chief Newton proposed the no right turns on red traffic signals on Main at Parkside and Main at Hickory. The size of the library is very large and there would be a need for this since the line of sight is difficult. Looking to the board for approval. Cation asked when there is a freight train cutting across on St. Charles, will the Village change the light structure since there will be backup? Chief Newton will mention this to Carl Goldsmith to let him know that there will be longer traffic, but the lights are timed. A motion was made by John Larkin, Jr., seconded by Gary Cation, that this Ordinance be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 230053 Voluntary Registration of Private Surveillance Cameras Village of Lombard Page 1 Public Safety & Transportation Minutes - Final February 1, 2023 Committee DC Grage reviewed the item and explained that in time sensitive/criminal incidents the police department would ask residents if they can provide footage from their private surveillance cameras. The police would still go door to door if need be and request for footage. However, the police would like the help of the residents for serious crimes. Miller asked if there are any requirements for the cameras. DC Grage said no. Larkin stated he is willing to sign up and share video footage. Cation is wondering if there has been any push back in other departments? DC Grage stated that there hasn't been in other departments. Addresses are completely anonymous. The only issue from other towns is that there hasn't been as many residents as they would like signing up. Chief Newton stated it is very necessary for the protection of your property and also help prevent crime and solve crime. A motion was made by John Larkin, Jr., seconded by Gary Cation, that this Request be recommended to the Board of Trustees for approval. The motion passed by an unanimous vote. 7.0 Other Business 8.0 Information Only 150468 Fire Department Reports/Information - April 2023 - May 2023 DC Kickert reviews monthly reports. Department had 8,018 calls for the year 2022. This has been the highest number ever. 70% of those calls were EMS calls. Lombard FD is second in DuPage County for a high volume of calls. Firefighter/paramedic eligibility test is on March 4th. The department is down on applicants. DC Kickert announced his retirement and his position will be open and will look for a replacement. Corso asked if there is another location for the fire department that is being built? DC Kickert stated that the process slowed down but is still being worked on. Chief Newton said the police department will have a meeting with the architect next week and decide whether or not either to knock down, rebuild or build somewhere else. New construction is extremely highly priced per square foot. We'll know in the coming weeks more about what the architects think. 150469 Police Department Reports/Information Village of Lombard Page 2 Public Safety & Transportation Minutes - Final February 1, 2023 Committee Chief Newton stated the testing process closes today and there are 51 applicants. The department needs 6 officers and it has been difficult to obtain. In 2022, 911 calls were around 18,500 and overall activity roughly 55,000, highest in DUCOMM. 230055 Legislative Update Chief Newton stated the bail reform and weapons ban are under scrutiny and are waiting on determinations from the supreme court. Cation said once its signed should the department be following that? Chief Newton said the judge has put a stay on the law. Cation asked how are police and the officer doing after the incident. Chief Newton stated he is on the road to recovery. He is eager to get back on the job. The outpouring from community members and other departments have been heartwarming. Corso asked if there is any update from the resident that came in a while ago asking about the street parking. Chairperson LaVaque said it seemed to quiet down a bit. Chief Newton said patrol has spoken to the residents and neighboring residents to sway the owners and management managers of the property to park elsewhere. Chairperson LaVaque said the property manager stated she was going to talk to the guests and residents to go to other neighboring companies to park in their lot. 9.0 Adjournment A motion was made by John Larkin, Jr., seconded by Gary Cation, to adjourn the meeting at 7:24 PM.
