Gerhardt Community Room Public Safety & Transportation Committee Trustee Brian LaVaque, Chairperson Bob Bachner, Alternate Chairperson Jennifer Perkins, Michael Corso, John Larkin, Robert Corbino, Gary Cation, John Mullins, Rick Miller and Patrick Casey Public Safety & Transportation Minutes - Final May 3, 2023 Committee 1.0 Call to Order and Pledge of Allegiance The meeting was called to order by Chairperson LaVaque at 7:00 PM. 2.0 Roll Call Present 8 - Brian LaVaque, Jennifer Perkins, Michael Corso, John Larkin Jr., Bob Corbino, Gary Cation, John Mullins, and Patrick Casey Absent 1 - Rick Miller 3.0 Public Participation 4.0 Approval of Minutes Minutes for February1st and May 3rd meeting will be brought to the next meeting. 5.0 Unfinished Business 6.0 New Business 220349 Traffic Study - Westmore & Washington Mike Barbier - presenting traffic study - Westmore & Washington The crash history’s biggest take away is the left turning movements that totaled 40% of total crashes at this location. In the existing conditions there are negative offsets and visibility. When you have an opposing vehicle then your vision of seeing the other vehicle is obscured. Madison and Wilson perform the best because they have exclusive left turn lanes and protected left turn phases. Jackson, Washington, and Maple all have problems due to no exclusive left turn lanes. Reducing left turn movements prohibit left turns at peak period but can be confusing for drivers. Impact safety with protected turn lane, can widen roadway with a 3 lane cross section. Each of the intersections adding exclusive left turn lanes. Corso - you would reduce traffic to a single lane to north and south bound? Barbier - you will have 2 lane north bound and 1 lane at south bound. When the green arrow comes on all the movements have a red light. There will be added delay with exclusive lane light. When there is a left turn lane there will be a minimum of 3 seconds and a max 10 seconds. There would also be added delay with yellow light. Cation - would the arrow go red or turn after the arrow? Barbier - you would be able to go after the arrow. Concern 90-80% going into the other lane. We need better numbers if they are turning west or turning east. Merge 2 lanes into one and 98% of traffic merging into one. Cation - has same concern merging 2 lanes and going into one lane. Barbier - will want to Village of Lombard Page 1 Public Safety & Transportation Minutes - Final May 3, 2023 Committee study further and see traffic simulation to see what happens with build up of traffic. Looking at some of the delays, Westmore-Meyers still have some more delays. One reason for delay is for protected left turn lanes. An option is flashing yellow turn that won't hold up traffic. Would have to modify the signals and posts and set up on all 3 posts. Can apply for federal funding, we would need a defined project scope and construction would be out in 2027-2029. Include this project for 2024-2033 CIP. Corso - was backed up at Maple for 3 red light cycles and not at peak time, it was at 11AM on a weekday and was closed down to one lane. Are we causing more backups and not making safe elsewhere? Will the backup and go down to St. Charles? Larkin - is it because there were people turning as well? Corso - yes that was one of the issues. Lavaque - is there any more data that can back this up? Barbier - I know we have concern for backup that is why we kept it at a 4 lane cross section. Lavaque- has there been anything similar done and any data you can provide? Barbier - it is tough looking at existing traffic compared to the future, some people might choose Main instead of Westmore. We would like to analyze further to understand. There are some things that can be addressed for the safety issue. Michael - for phase 1 study will cost around $125,000. But will need this project to study further for project in 2024-2033 CIP and engineering contract in 2024. Corso - can we have how many cars going south and north during peak times. Also, how many cars going east and west. Also, what numbers would be for Maple. discussed 230158 Special Event Permit/Policy Discussion Chief Wirsing - discussed special event permit/policy. On the evening of April 14th, there was an initial call that a fight broke out at the trampoline park. There were reports that shots were fired. Individuals didn't see shots being fired, but said they heard shots. 15 other jurisdictions came in to help through mutual aid. There was another call of a shooter at LA Fitness. Police searched the entire place and didn't find any evidence. There were issues inside of businesses where individuals had fled or groups of kids were gathering. The incident is still under investigation. Sixty-five 911 calls came in during a 45 min time span. The Village is going to revisit our carnival special event permit rules. Previously never had any issues before with this carnival. We talked to the carnival operators about the level of security that was provided . They can hire officers off duty as an option. Dick Sporting Goods has a solar powered security system, that we are looking into that can help deter crime. Chairperson LaVaque - maybe at a large event they should be required to have better security? Wirsing - they had inadequate security. An option is fencing off an entire carnival, but having one entrance and one exit is Village of Lombard Page 2 Public Safety & Transportation Minutes - Final May 3, 2023 Committee not ideal. LaVaque - look at capacity and see how many people go in and out. Cation - how do we get the message across the community? Deputy Village Manager Aranas - The Village wants to be the source of news and information and has made strides to have real time news updates placed on social media and the website. That night we were putting out information when the event was happening and trying to clarify and understand the situation with the best information provided and comment on what the Village knew. Official Village communications platforms are always the best way to distribute timely and accurate information and dispel misinformation. Wirsing - the police department called it a disturbance and were trying to put out the best information possible with the understanding of the situation. Moving forward, we are looking at a process to make sure people that are supposed to be there for security are present. Aranas - We will need to determine what kinds of security are appropriate? Are they armed or off duty police officers? Can they be personnel wearing security t-shirts? We also want to look at events hosted by property owners on private property. This type of event was strictly for profit versus a local community organization hosting an event. Mullins - are you looking to install a solar powered security camera? Aranas - We can look into renting or purchasing a security camera and using it for special events. Corbino - Can CPAAAA volunteers work the event? Wirsing - they are stretching themselves thin with other events going on in town that they attend. Cation - is there anything else we can do to help? Aranas - moving forward we are looking at different options and will come back to the committee before going to the board. 7.0 Other Business 8.0 Information Only 230110 2022 Lombard Fire Department Annual Report Chief Sander discussed the 2022 fire annual report - Developed a strategic plan. Call volume continues to increase and was up 8% and we have reached a total of 8,018 calls for the year. The fire department had their second annual citizen’s academy. Worked on the residential Knox Box program and promoted it to seniors. The department has a residential smoke detector program that is free for its residents. Promoted two firefighter/paramedics to lieutenants and hired four new firefighter/paramedics. discussed Village of Lombard Page 3 Public Safety & Transportation Minutes - Final May 3, 2023 Committee 150468 Fire Department Reports/Information - April 2023 - May 2023 In the month of January, the department responded to a structure fire. Chief Sander was re-elected as the president for the DuPage County Fire Chiefs Association. In the month of February, the department ordered battery powered extrication units, which are lighter, safer, and create a less carbon footprint. It was a $76,000 investment. The month of March, the department conducted CPR training for our fire department and the police department, we also were testing our ladders. Deputy Chief Kickert retired on April 28, 2023, with over 31 years of service. Perkins - how do I find info on the Knox Box? Would like one and would like to use it for security. Sander - I will have someone get in contact with you with further information. 150469 Police Department Reports/Information Cation - how is the ring camera going? Chief Wirsing - around 60 people have signed up so far. Corso - are you exploring a new location? Wirsing - it is a part of our strategic plan. Chairperson LaVaque - are currently looking and want to be strategically placed in town. Deputy Village Manager Aranas - the study is preliminary, and a joint facility is not going to work. LaVaque - never came to fruition of the Rainbow Cone property? Wirsing - fire department has issues with the facility and so does the police department. 230055 Legislative Update 9.0 Adjournment A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn the meeting at 8:13 PM.
