A motion was made by Bob Corbino, seconded by John Larkin, Jr., that the
Minutes of the July 12, 2023 meeting be approved. The motion carried
unanimously.

220320 Public Safety Building Assessment Program
Phase one feasibility study analysis and space needs assessment for a
joint public safety facility expansion project.
Public Works Director Goldsmith is presenting the feasibility analysis for
a joint public safety facility expansion PowerPoint. Goldsmith stated he
previously presented on this matter back on November 2, 2022 and is
now providing an update.
Goldsmith introduced guests Andy Jasiek and Ray Lee from FGM
Architects.
Village developed strategic plans and their primary focus is competent
workforce and efficient service delivery. There was a gap of fire service
within Lombard. Village brought in FGM architects to design. Both fire
department facilities house and are fully functioning fire stations. Police
only have one station and any and all operations work out of the single
station. Conducting a feasibility study for current needs of police and fire.
Looking at the current conditions of current buildings before adding onto
any old buildings. Also, how much we would be spending adding
additions onto old buildings.
The circled area on the map of Lombard shows the gap that is not
achieving a 4-minute response time. During peak periods, the fire

department does not achieve the 4-minute response time. Had police
officers, rank officers, firefighters, rank fire officers trying to combine a
collaborative process and try to listen to all issues and interests from both
police and fire. Looked at FGM Architects and what they have done
before that is similar. Looked at 7 or 8 locations to see how property
would affect the 4-minute response time. Looking at future needs to
address future needs instead of looking at needs today. Ray Lee - we
started talking to the police and fire staff and looked at other facilities and
what may happen in the future and make recommendations. The police
and fire know that they need more space. Looking at what things may be
missing, training facilities and digital evidence space. Looking at space
that is currently in its infancy stage. Goldsmith - need to prepare for the
future female firefighter/paramedics and their locker rooms, same goes
for police and they would need a larger records office. Police gun range
and lock up should be modernized. Police has a lot of other agencies
come to the Lombard Police Department and train. The fire department
is a geographic base when looking at gaps and coverage. Apparatus
bays accommodating both stations. It is important to note that we are not
adding manpower and vehicles. At this time, it is just relocating the
personnel and apparatus to the third station. If the police were to relocate
from Village Hall, then the fire department would be able to fit a larger
station at Village Hall. Chairperson LaVaque - buildings were built in the
70's. Goldsmith - yes and other buildings. Ray Lee - look at police
station’s recent history that the agency is told to retain evidence for even
longer. Police also have to store drones and maintain them. Things like
the evidence techs lab and cyber techs lab needs to change and
modernize with the times. Mullins - is it better to have 2 or 1 levels for the
police station? Ray Lee - it is better to have on a 1 level, need to have
lockup on the first floor and investigations close by. Fire Chief Sander -
our call volume and increase of residents by the mall have gone up.
Corso - there is no location as of right now? Goldsmith - no there is no
location. Corso - so prices may go up? Goldsmith - the cost may go up.
Goldsmith - somewhere close to 50 million to tear down, relocate police,
and build a new fire station. Public Works GIS coordinator located 4
minute locations throughout the Lombard map to better identify where the
fire department should be located. Looking to recommend this to the
Village Board and use this presentation as a roadmap for the future.
Mullins - does police first get the land, then move police items and then
knock down existing police department? Goldsmith - yes, that is what we
would do. Not a lot of parcels that would house the police station size.
Ray Lee - looking at civilian growth and staff growth, also looking at future
and plan long term growth.
A motion was made by Gary Cation, seconded by John Larkin, Jr., that this
Request be recommended to the Board of Trustees for approval. The motion

passed by an unanimous vote.

150468 Fire Department Reports/Information
- August 2023
Chairperson LaVaque introduced newly hired Deputy Chief George
Hyland as the new deputy chief of the fire department.
Chief Sander went over the June and July 2023 reports - hired 3 new
candidates that graduate next week. Promoted firefighter/paramedic to
lieutenant, Lieutenant Wilmot and hired George Hyland as the deputy
chief. Citizens fire academy starts September 13th and open house is
October 11th.
150469 Police Department Reports/Information
Chief Wirsing - hired 11 new officers, had 12 and lost one. 52
applications and that is the lowest we have seen in years but better than
other surrounding towns. The 33rd citizens police academy starts next
week.

A motion was made by Gary Cation, seconded by John Larkin, Jr., to adjourn
