The motion carried by a voice vote 5.0 Unfinished Business 6.0 New Business 110628 Terrace View Pond Study Report from Christopher B. Burke Engineering concerning proposed storm water related improvements to Terrace View Pond. Chairperson Ware asked Goldsmith to begin the presentation. Goldsmith: reminded the committee members and residents in attendance that Terrace View Pond is under the jurisdiction of the Lombard Park District. Goldsmith introduced staff in attendance: Dave Gorman, Dave Dratnol and Ray Schwab. Gorman passed out copies of the power point presentation to the residents in attendance. Goldsmith: Ray Schwab will be the engineer in charge of this project. Our hope is to advance this to the next meeting of Lombard Park District on October 25th. Goldsmith reviewed the history of the pond. Goldsmith turned the meeting over to Ray Schwab. Schwab reviewed the power point presentation - presented the different options that Village of Lombard Page 1 Public Works Committee Minutes October 11, 2011 were available. Kaforski: we are going to have a Pump Station that pumps out to Greenfield correct? Dratnol: yes. Kaforski: we have an existing line going into Crystal - is there just a elevation problem? Gorman: yes, right now there is a foot of water in there. Kaforski: thought that we would have to lower the pond. Gorman: this was one of the things in the study that surprised us - the pond does not need to be lowered. Kaforski: do we need to get easements? Gorman: yes. Also included in Option G is acquisition of some property. Ware: talking acquisition of easements and property - any idea how much or where? Goldsmith: we would have to look at all of the variables. Whatever options we decide on we still need to get approval from Park District. Bachner: residents that are affected - do you know which easements we will need to get? Goldsmith: we have included funds for this - an estimate. There definitely are several options that I am in favor of and I am certainly in favor of going ahead with this project. Kuderna: I like Option G and think we need to go forward with this. Do not want to have a bandage approach. Kaforski: if we could go with F or G, could we just do one phase and then go back and do another? Goldsmith: if we can get the funding we would like to do it all at once instead of piece meal. Arnold: no comments. Mahal: no comments. Gron: there are groundwater issues too. Ware: on page 46 - I thought that at one time years ago they did lower that pond. This needs to be a long term solution - not a band-aid approach. Goldsmith: we believe that the options that Christopher B. Burke (CBB) came up with will not necessarily solve every problem, but will be something that can relieve a majority of properties. Ware: what dialogue have you had with the Park District? Goldsmith: we have had very open dialogue with them about performing this study - the report from CBB was forwarded to Paul Frederichs about 2 weeks ago. The Park District is concerned with keeping the park-like atmosphere and we are more concerned with the stormwater issues. Ware: have time frames been discussed with the Park District? Goldsmith: we would like to have an intergovernmental agreement with them to be able to modify the pond and have decisions made shortly after the next Park District meeting. Julia Stern (102 W. Crystal): Thanks to the Village and the Park District for having this study done. This study shows that our sewers are not capable of dealing with a 1-year storm. Option G is what I support and hope everyone will. D. Easterbrook (150 W. St. Charles): What will this do to the wildlife out there? If the pond is too low, there will not be any fisherman there. I know the water table is very high in that area. Last winter there were fish frozen in the pond. Gorman: CBB has a very good staff that is concerned with wildlife issues and wetlands. Lowering the pond level will not affect the fishing one way or another. Jim Hogan (436 S. Stewart) When you put the pump in what can it do? Schwab: it will move out a foot in 24 hours. Easterbrook: Where will they pump all of that water too? Will it just go into another area and cause it to flood? Gorman: the pumps are pretty smart these days and are directed to pump at certain levels. Easterbrook: Why not go with F; it is less costly. Dennis Grzesiak (101 W. Berkshire): Appreciate the Village trying to help us. Is there a timeline? Goldsmith: the next step is presenting this to the Park District Board - would llike to be there at the next meeting 10/25. There will need to be a recommendation for them on what Option to proceed with. At that point the Village attorneys and the Park District attorneys will figure out the money and maintenance issues. Then it will go to the Village Board. Once approved it will go out for bid. The biggest issues we will face will be with the County and the Wetlands. There are a lot of outside parties that will be involved in this matter. Arnold: I did not realize that we have been working on this for 15 months. This committee has made a lot of progress with Vista Pond, and other areas that have flooding issues. Is there any info that we have about the original elevation of the Village of Lombard Page 2 Public Works Committee Minutes October 11, 2011 base of the pond? Goldsmith: We have not been able to find anything. Arnold: By lowering the pond a foot we give it a lot room to hold water but still keep the recreational aspects of the park. Mahal: What about dredging? Gorman: Probably do not want to go there - there is a lot involved in this type of operation. Arnold: maybe excavate an area of the pond a little deeper to create a fish pond? Kaforaki: I would like to suggest that we break this project into 2 phases. Fast track Option F and follow next year with the next Option. That way we would could start this and get it done more quickly and split up the cost. Kuehl: What will you be bringing to the park District? Goldsmith: the entire report from CBB. It was moved by Kaforski, seconded by Mahal, that this matter be referred to the Park District Board for presentation at their next meeting. Dratnol: we are moving forward. 980212 Change Order Report 090402 Restoration - Current List 9.0 Adjournment Kaforski: what are the salt prices right now? Gorman: paying $67/per ton.
