Gerhardt Community Room Public Works Committee Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works Committee Minutes December 13, 2011 1.0 Call to Order and Pledge of Allegiance Meeting was called to order by Chairperson Ware at 7:03 PM. 2.0 Roll Call Present 1 - Ken Blakeslee 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Mike Kuderna, seconded by Arthur Kuehl, that this be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 6.0 New Business 110722 First Draft: FY 2012b-FY 2021 Capital Improvement Program Ware: explained to the committee that the Village is changing to a calendar year from a fiscal year. First item is FY2012b and second is FY2013. Dratnol: reviewed memo for 110722 – FY2012B. Asked committee to hold their questions until he completed review. Discussion ensued regarding the Salt Dome and GIS Development project. Ware: would like to see the North Garfield improvements in FY2012b if possible. Committee was in agreement. Dratnol continued to review CIP memo. Further discussion took place regarding the Train Station Underpass, Yorktown Watermain and IL Route 53 Stormwater Pump Station. Ware: would like to see a lot more information about IL Route 53 Stormwater project – bring to the next meeting with the second draft of CIP. Committee would like to see the final plans for the Underpass. Ware inquired if the Route 53 project was continued in the FY2013 CIP. Dratnol responded yes. Kaforski: Terrace View pond – who is maintaining this? Will final approved project come to this committee? Bachner: believes that the underground utilities will be maintained by the Village – none of the pond, the banks, etc. should be maintained by the Village. Ware: would like to know what the responsibilities of the Village are in project. Asked staff to bring to next meeting. Kaforski: do not see the point of spending 100K for study (Philips Court). Why do we have to do this I & I study? Dratnol: it is required. Ware: asked staff to provide further info on this in the second draft. Dratnol: remember that there are 2 separate projects here. Kaforski: not part of the CIP, but wanted to bring to the attention staff and committee members that there is a new chemical out there for treatment of the Ash trees. Could staff check with Forestry Dept. about this to see if this could be cost effective? Asked staff to bring to next meeting. 110723 First Draft: FY 2013-FY 2022 Capital Improvement Program Village of Lombard Page 1 Public Works Committee Minutes December 13, 2011 Dratnol: reviewed memo for 110723 – FY2013. Will only be reviewing the items that were not covered in the FY2012b memo. Kuehl: thought that the Madison St. improvements were completed last year. Ware: not all of it. Madison is really bad. Dratnol continued to review the projects and improvements. Kuehl: Madison and Rte. 53 signal improvements – is that even in Lombard? Dratnol: no but there already is an intergovernmental agreement in place. Kuehl: s/light at the corner of Madison and Finley goes on and off. 8.0 Ratification of Item 110651 Lincoln-St. Charles Road Crosswalk, Final Balancing Change Order No. 1 Authorizing an increase to the contract with Lorusso Cement Contractors in the amount of $2,085.00. (DISTRICT #1) A motion was made by Arthur Kuehl, seconded by David Arnold, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 9.0 Information Only Arnold: questioning new Weight Limit signs on Grace St. just north of North Ave. and also on Grace St. going s/b. Is there a difference between a load limit sign posted on a bridge and a sign on a road? There is no bailout there. Trucks going w/b on North Ave. want to make a right hand turn onto Grace – still can’t make that turn. Asked staff to find out about these signs and bring to next meeting or e-mail group about them. Also, s/b on Grace St. at North Ave. after the North Ave. construction project there were changes made to the lane markings. Asked staff to check the lane markings and signage. Is this something that we take care of or IDOT? Kaforski: regarding crack sealing - in both budgets there is money for this project. My street was just done. What they are grinding out ends up shooting on to the parkway, sidewalks and driveway aprons. Is there some sort of guard that can be put on this machine? Also, at the s/w corner of Hickory and Lombard – sidewalk was replaced through the sidewalk program this year. There were some of the corners that were vandalized – and they look horrible. Please check them and get back to committee about status. 970045 Project Status Report 980212 Change Order Report 10.
