Gerhardt Community Room Public Works Committee Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, Dan Mahal, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: David Dratnol Public Works Committee Minutes March 12, 2013 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Present 8 - Trustee Bill Ware, Arthur Kuehl, John Kaforski, Mike Kuderna, Dan Mahal, David Arnold, Joe Glazier Jr., and Robert Bachner Absent 1 - Ken Blakeslee 3.0 Public Participation 4.0 Approval of Minutes A motion was made by Robert Bachner, seconded by John Kaforski, that these minutes be approved . The motion passed by an unanimous vote. 5.0 Unfinished Business 130064 Amended Alley Maintenance Policy Staff recommendation to adopt the amended Alley Maintenance Policy, to include the Alley Improvements in the 2014-2023 CIP for consideration, and to proceed with the vacation of Alley 16 in accordance with Village policies and Illinois Statutes. (DISTRICTS - ALL). Kaforski: asked Goldsmith about trash pick-up. Goldsmith: residential pickup-curbside collection; some businesses-alley collection. Goldsmith: reviewed changes that have been made to the program in the current memo. Alley 13 will remain the same. Alley 16 will be vacated to the principal private property owner to the south. Would have to be assigned a value by the Community Development Department. There would be a blanket easement over the entire property. Arnold: would he be able to build on this property? Goldsmith: no. Could put a fence up, but that is about it. Glazier: vast majority of alleys do not require any improvements at this time correct? Goldsmith: most do not. Discussion ensued regarding asphalt vs. concrete. A motion was made by David Arnold, seconded by Joe Glazier, Jr., that this Request be recommend to the Board of Trustees for Approval . The motion passed by an unanimous vote. 6.0 New Business Village of Lombard Page 1 Public Works Committee Minutes March 12, 2013 130092 FY2012B Sewer Cleaning and Televising, Final Balancing Change Order No. 2 Reflecting a decrease to the FY 2012B Sewer Cleaning and Televising Contract with Chicago Trenchless Rehabilitation in the amount of $40,736.41. A motion was made by John Kaforski, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 7.0 Other Business 8.0 Information Only Kaforski: asked Goldsmith for an update on Highland Ave. Goldsmith: still communicating with IDOT - legal is involved. Arnold: what about putting sidewalks in on Highland Ave.? Goldsmith: that is unincorporated. Also, would be very difficult to take care of. Kaforski: we have talked about this before with this committee. It is not feasible. Arnold: asked about pavement markings. For example - at Grace & North Ave. about 40% of the tape is off. Orange pavement markings that were put down on Wilson and Main are peeling off. Whatever this product is I would like us not to use it anymore. Mahal: I second that. Dratnol: it is not the product, it is that the product needs to be properly inlaid. Kaforski: need the inlaid reflectors on Main St. Really need to take care of some of this. Goldsmith: Frank Kalisik is looking into pavement markings around town. Committee wants an update at the next meeting. Kaforski: maybe try some different products in different areas and see what works the best. Ware: when was the last time that we did the total town markings? Goldsmith: we do a small amount every year, but there is not a lot of money in the budget for this. Goldsmith: some of these may be just the life of the product - also there are weather factors. Finley Road are temporary markings. Arnold: Prairie Path Bridge over Rte. 53 and 355. There is a lot of rust dripping off of those fences there. Goldsmith: will contact DuPage County. Kaforski: when is Metra Tunnel going to be started? Dratnol: they are going out for bid soon. Goldsmith: they were told that they could not start until after Lilac Time. Arnold: thanked PW for doing a great job with the plowing from the last few storms. The rest of the committee also thanked PW. Goldsmith: there are only change orders at this point and we could just do a phone poll on these.
