Chairperson Kaforski called the meeting to order at 7:02 PM. 2.0 Roll Call Present 1 - Ken Blakeslee 3.0 Public Participation Stephen Flint 818 S. LaLonde Lombard, IL 4.0 Approval of Minutes Goldsmith introduced Brian Jack, Utilities Superintendent, to the committee. A motion was made by Dan Mahal, seconded by Arthur Kuehl, that these minutes be approved . The motion passed by an unanimous vote. 5.0 Ratification Motion made by Mike Kuderna, seconded by Joe Glazier, to ratify the 4 items. The motion carried by an unanimous vote. 130453 Asphalt Paving & Patching, Change Order No. 3 Reflecting an increase to the contract with James D. Fiala Paving Company, Inc. in the amount of $8,804.79. (DISTRICTS - ALL) 130507 Finley Road Pavement Rehabilitation, Phase 2, Change Order No. 3 Reflecting an increase of $14,718.23 to the contract with ALamp Concrete Contractors. (DISTRICT #1) 130508 Terrace View Pond Improvements, Change Order No. 3 Reflecting an increase to the contract with Martam Construction, Inc. in the amount of $13,537.20. 130513 FY2013 Sanitary Sewer Cleaning & Televising Program, Change Order No. 3 Reflecting a decrease to the contract with Chicagoland Trenchless Rehab, Inc. in the amount of $234.13. (DISTRICTS - ALL) 6.0 Old Business 130446 Village Board Sidewalk Policy - 6.D. Village of Lombard Page 1 Public Works Committee Minutes November 25, 2013 The Department of Public Works requests that Public Works Committee recommend that the Village Board of Trustees adopt the amended Sidewalk Policy (6.D.). Goldsmith: reviewed the item with the committee. Tied in with Item 130490. Addressed the two items together. Explained the recommendation of the T & S Committee regarding Item 130490. A motion was made by Ken Blakeslee, seconded by Robert Bachner, that this Request be tabled . The motion passed by an unanimous vote. 7.0 New Business 130384 Gatz & NAS Watersheds - Sewer Separation Analysis and Prioritization Plans Jeff Julkowski and Jeana Gowin in attendance from Christopher Burke to make presentation. During the presentation discussion ensued. Kaforski: my major concern is that we do not cause more problems than we are solving. Goldsmith: construction is scheduled for 2015 and 2016. Have been waiting until this report came in to address a lot of the stormwater issues. Discussion ensued regarding the County and their permit requirements. Goldsmith: will look at the information provided in this report when putting together the 2015-2024 program for CIP. Further discussion ensued regarding the cost and cost savings. The consensus of the committee members was to accept the report. 130490 Taylor Road, Stewart - Hammerschmidt A resident request to install sidewalks on the north side of Taylor Road. A motion was made by John Kaforski, seconded by Dan Mahal, that this Request be denied. This motion passed by an unanimous vote. 130514 Request for Variation - Backyard Drainage Grant Request for a deviation from the guidelines established by the Backyard Drainage Grant Program from Terri Soehrmann, 127 S. 3rd Ave. Goldsmith reviewed this item with the committee members. First time there has been a request for a deviation from the policy. Steve Flint: architect for the improvements on this property. Explained the improvements being proposed to the property. Discussion ensued regarding the addition and drainage on the property. Kaforski: know this area quite well. Do we have an application for a Backyard Drainage Grant? Goldsmith: not as far as I Village of Lombard Page 2 Public Works Committee Minutes November 25, 2013 know. Kaforski: does not even go with our program. Discussion ensued regarding the elevation of the property and the flow of water from the properties on Wisconsin in Villa Park. Goldsmith: reviewed improvements or changes that the Village had done in the area over the last 10 years. Glazier: agree that this does not fit into our policy. Bachner: do not feel that this is in line with our policy. If this is approved with the variation I am afraid that we will get many requests from similar properties. We have a policy for a reason. Steve Flint: was not aware that the application had not been made. Goldsmith: spoke with the resident and she cannot get another person to sign on with her. Arnold: since there has been no application made we should not make any recommendation. This should be discussion only. Goldsmith: there has been a request for a variation so we need to decide what to do with the request. A motion was made by David Arnold, seconded by John Kaforski, that this Request be denied . The motion passed by an unanimous vote. 130572 Street Light Maintenance Contract, Change Order No. 1 Reflecting an increase to the contract with Meade Electric in the amount of $14,763.00. (DISTRICTS - ALL) Kaforski: why the jump? We did not know about these lights and were they not being maintained? Goldsmith: no they were not. We need to incorporate all of the lighting into the contract. Kaforski: can we get an amount of what the savings are with the LED's? Goldsmith: I can get you some figures from Finance. A motion was made by Robert Bachner, seconded by John Kaforski, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 130573 Finley Road Pavement Rehabilitation, Phase 2, Change Order No. 4 Reflecting a decrease to the contract with ALAMP Concrete Contractors in the amount of $21,518.20. (DISTRICT #1) Dratnol: reviewed change order with the committee members. A motion was made by Dan Mahal, seconded by Ken Blakeslee, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 130584 FY2013 Asphalt Paving and Patching, Final Balancing Change Order No. 4 Reflecting a decrease to the contract with James D. Fiala Paving Company, Inc. in the amount of $37,458.03.00. (DISTRICTS - ALL) Dratnol reviewed the change order with the committee members. A motion was made by Mike Kuderna, seconded by Joe Glazier, Jr., that this Village of Lombard Page 3 Public Works Committee Minutes November 25, 2013 Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 130591 FY2013 Sewer Cleaning and Televising, Final Balancing Change Order #4 Reflecting a decrease to the contract with Chicagoland Trenchless Rehab, Inc. in the amount of $6,595.88.00. (DISTRICTS - ALL) Dratnol: reviewed change order with committee members. A motion was made by John Kaforski, seconded by David Arnold, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 130600 FY2013 Concrete Rehabilitation and Utility Cuts Patching Change Order No. #2 and Final Reflecting a decrease to the contract with G&M Cement Construction in the amount of $26,662.23. (DISTRICTS - ALL) Item is shown incorrectly on agenda. Title should read FY 2013 Concrete Rehabilitation and Utility Cuts Patching Change Order No. #2 and Final. A motion was made by Arthur Kuehl, seconded by Robert Bachner, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 130601 FY2013 Sanitary Sewer Lining Program, Final Balancing Change Order No. 3 Reflecting an increase to the contract with Insituform Technologies USA, LLC in the amount of $2,477.00. (DISTRICTS - ALL) A motion was made by Dan Mahal, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for approval . The motion passed by an unanimous vote. 7.0 Other Business Ware: asked the committee if they would like to put the Change Orders on a Consent Agenda. Committee will think about it and discuss at the next meeting. Kaforski: tree info given to us. Would like address and if the tree was removed, and if so what was it replaced with. Would also like a description of the replacement trees. Goldsmith: can provide this info. Also had a new Forestry Supervisor who started this morning, Eric Hendrickson. Kuehl: regarding Finley Rd. Replaced the b-boxes on Finley. Some are high and some are low. Will they be adjusted? Jack: yes, when Village of Lombard Page 4 Public Works Committee Minutes November 25, 2013 the final restoration is completed. Kuehl: 338 S.
