Gerhardt Community Room Public Works Committee Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Ken Blakeslee, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works Committee Minutes May 13, 2014 1.0 Call to Order and Pledge of Allegiance Meeting was called to order at 7:01 PM by John Kaforski as Chairperson until Bill Ware arrived. 2.0 Roll Call Present 1 - Ken Blakeslee 3.0 Public Participation 4.0 Approval of Minutes A motion was made by David Arnold, seconded by Mike Kuderna, that the minutes be approved. The motion carried by the following vote: Aye: 6- Arthur Kuehl, John Kaforski, Mike Kuderna, David Arnold, Joe Glazier Jr., and Robert Bachner Abstain: 2- Ken Blakeslee, and Dan Mahal Absent: 1- Dan Whittington 5.0 Old Business 140091 Village Board Policy - Complete Streets (6.D.) (Moved this item to Old Business) Discussion ensued regarding some issues in the Draft policy. (Bill Ware arrived at 7:05 PM) Mahal: Page 11 one sides should be one side. Goldsmith: will correct this. Kaforski: Policy Statement 1st bullet item. Carl will make necessary change. A motion was made by Arthur Kuehl, seconded by John Kaforski, that this Request be recommended to the Board of Trustees for Approval . The motion passed by an unanimous vote. 6.0 New Business 7.0 Other Business 8.0 Information Only 970045 Project Status Report 980212 Change Order Report 140201 Municipal Partnering Initiative Village of Lombard Page 1 Public Works Committee Minutes May 13, 2014 Goldsmith: explained the initiatives of the group and this program. Talked about the history of the group and what has gone out for bid to date. There have mixed results which was somewhat anticipated. The smaller municipalities will see the best savings this time around. Reviewed all of the projects involved and what municipalities were participating with each project. Growth is anticipated - very positive feedback from managers in the area. Kaforski: sometimes it works and sometimes it doesn't. You have eliminated the smaller companies and have to use a big company. Not necessarily the best way to go. Goldsmith: we were very mindful of this. Split some of the projects up to be able to use local smaller contracts. Kaforski: bid with the group and also just bid as Lombard. Goldsmith: we are keeping close tabs on all of this. Further discussion ensued. Goldsmith: each municipality will monitor their own part of each project - will receive individual bills. Kaforski: some of this scares me - one big government. Mahal: what scares me is hurting the little guy. Goldsmith: we will not allow that to happen. We are very mindful of that issue. Ware: just started this and we will see the pros and cons. I really think that we will see benefits from this. Mahal: is there any benefit to us being the lead on these contracts? Goldsmith: there is not financial benefit to us, but I wanted to be sure that the contracts and documents were correct. 140202 2014 Street Maintenance Goldsmith: reviewed the maps for Concrete Rehab and Asphalt Patching and Paving. Biggest location on Concrete Rehab is Madison. Glazier: any thought about putting No Parking signs on Washington with the construction? Goldsmith: will talk with Engineering about this issue tomorrow morning. 9.0 Adjournment Kaforski: brought up the old street lights. Goldsmith: this is high on the priority list. You will see this on the 1st Draft of the CIP. Discussion ensued regarding TIF. Kuehl: where is Charles Lane in the paving schedule? Goldsmith: some of this area is unincorporated and will be done by a Special Assessment. A motion was made by Arthur Kuehl, seconded by Dan Mahal, that this meeting be adjourned at 7:45 PM.
