Edgewood Denny/Adele Soger 528 S. Edgewood John/Nancy Woodruff 551 S. Fairfield Paul Bellomo: my property is the low spot on this block where all of the water collects. Also an issue with mosquitoes due to the large amounts of water. Craig Donath: really saw no flooding issues until Edgewood School was built and the Mennonite Church expanded/paved their parking lot. Janet Santerali: in a light rain there is 1-2 inches of standing water in my Mom's backyard. If if is a heavy rain flooding is terrible. Also covers her sidewalk and there is a lot of icing on the sidewalk during the winter. 4.0 Approval of Minutes A motion was made by Dave Arnold, seconded by Davn Mahal, that the minutes be approved . The motion passed by an unanimous vote. 5.0 Old Business 6.0 New Business 7.0 Other Business 140269 500 Block of South Edgewood Drainage Presentation Village of Lombard Page 1 Public Works Committee Minutes July 8, 2014 Neighborhood Drainage Concern - 500 block of S. Edgewood/500 block of E. Washington. Chairperson Ware referred the item to Carl Goldsmith. Goldsmith: thanked everyone for their attendance tonight. Introduced Bill Heniff, Director of Community Development and Jana Bryant, Private Development Engineer. Jana began the presentation. Bryant: reviewed letter sent to residents in 1991 and the 3 options that were offered at that time. Answered Dave Arnold's questions. Paul Bellomo: questioned whether the dry well being installed for the new house construction will ever overflow and spill into his yard, causing even more flooding. Bryant: this could happen. Paul Bellomo: how often is the elevation checked? I can tell you my elevation on my property has changed over the past 20 years. Bryant: these elevation statistics are from DuPage County. Not sure how often they update them. Paul Bellomo: there are also sidewalk issues with flooding. Marilyn Schwarz: here representing her Mom Pat. Seems like the flooding issues began when that home that was built in 1989. Bryant: talked about the backyard drainage grant paperwork. Paul Bellomo: engineering costs fall upon the home owner. Craig Donath: talked about the Montessori School and when their parking area was paved. In the 50s and 60s we did not have these issues. My problem is not that severe yet. Arnold: appreciate Community Development coming to our meeting. 524 S. Edgewood recently had water in his basement. Elevations differ and water should not be pooling where you say it is. Questioned the number of parking spots added at the school. Bryant: 4 spaces. Arnold: 525 S. Edgewood also added a large patio. When there is a rain event, the silting has run to the edges of the flooding areas (north end) and it just keeps getting filled up. I do not have a problem like the other homes around us do. Low area sits on property at 519 E. Washington. Have changed landscaping in their yard 4 times since they have lived there. Sewers on Washington just cannot handle the water. It is a combined sewer system. Bachner: I question why the elevation changed so much at 523. Kuehl: what is the size of the sewer at 519? Jana: this is a10 inch. Glazier: asked Carl to explain what the Public Works Department and Committee do. Goldsmith: reviewed with the residents in attendance. Glazier: I reside at 533 E. Washington so I am concerned about this issue also. Kaforski: questions regarding new house on Fairfield. Are grades changed to accommodate the new home? Jana: yes. Kaforski: they tore down a house that is on a slab and dug a 9 foot basement. Now all of that water is going into a sump pump. Is pump going to the back of the house or the front? Jana: to the back where the dry well is. Kaforski: we should take the sump pump discharge out to the front of the Village of Lombard Page 2 Public Works Committee Minutes July 8, 2014 property . Ware: we are aware of the issues. Thanks to Public Works, Community Development and residents for attending the meeting. Any further questions regarding your specific property can be addressed to Community Development. 140272 First Draft: FY 2015 - FY 2024 Capital Improvement Program Staff is presenting two (2) 2015-2024 CIPs for consideration and review. Scott Niehaus, Village Manager, introduced himself to the committee. Ware: turned over to Carl Goldsmith. Goldsmith: trying a different process this year. Presenting 2 versions of the CIP. Priority based projects - more of a priority on maintenance issues. Priority One Projects - really asking for committee's input on projects and when they need to happen. Goldsmith: reviewed the CIP memo with the committee members. (Correction - Lombard Meadows 1 should be Lombard Meadows 2) Issues with IDOT has been resolved and Grace St. is under our jurisdiction now. Neihaus: everything in the CIP is before any grants that may be received. (Correction - Watermain Maintenance & Improvements Program should be $157,000, not $157,500,000) Committee agreed that all of the Priority One Projects need to be Priority One. Goldsmith: asked for comments on Priority 2 Projects - any that committee feels should be moved to Priority 1? Would like to move Police Dept. Surveillance Cameras to Priority 1. Discussion ensued regarding street lighting issues. Would like to move Security Card Access to Priority 1. Discussion ensued regarding Stormwater Utility fees and DuPage County. Committee gave input on what projects in Priority 2 that they wanted to keep in the 10 year plan. Neihaus: can a beta test be done on a neighborhood? Goldsmith: look at possibly replacing about 100 meters. Goldsmith: I will meet with Tim Sexton tomorrow and will get an updated copy to committee members within a week or so . Kaforski: would like a flow sheet from the Forester regarding tree removal and replacement. 8.0 Information Only 970045 Project Status Report Kaforski: what is going on at Finley and Madison? Dratnol: had some problems with pavement expansion. We are looking at Village of Lombard Page 3 Public Works Committee Minutes July 8, 2014 recovering costs from the Design Engineer, Civiltech. Bachner: surveying in my neighborhood a few months ago. What was this about? Goldsmith: looking at increasing the capacity of the Hammerschmidt Pond. Also, the school is doing some work. 9.0 Adjournment A motion was made by Dan Mahal, seconded by John Kaforski, that this meeteing be adjourned at 9:50 PM. The motion carried by an unanimous vote.
