Gerhardt Community Room Public Works & Environmental Concerns Trustee Bill Ware - Chairperson Trustee Dan Whittington - Alternate Chairperson Art Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, David Arnold, Robert Bachner and Joe Glazier Staff Liaison: Public Works & Environmental Minutes July 14, 2015 Concerns 1.0 Call to Order and Pledge of Allegiance Meeting called to order by Chairperson Ware at 7:00 PM. 2.0 Roll Call Present 8 - Bill Ware, Arthur Kuehl, John Kaforski, Mark Dvorak, Mike Kuderna, Dan Mahal, David Arnold, and Robert Bachner Absent 1 - Joe Glazier Jr. 3.0 Public Participation 4.0 Approval of Minutes 5.0 Unfinished Business 6.0 New Business 150295 Fuel Station, Change Order No. 3 Reflecting an increase to the contract with Accurate Tank in the amount of $77,843.55. (DISTRICT #6) Goldsmith: reviewed the change order with the committee members in attendance. Some of this money will be returned to us by the IEPA. Will still be one final balance change order that you will be getting. Discussion ensued. A motion was made by John Kaforski, seconded by Dan Mahal, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous Voice Vote. 150304 Lombard Meadows, Phase 2, Change Order No. 2 Reflecting an increase to the contract with RW Dunteman Company in the amount of $21,734.00. (DISTRICT #6) Goldsmith: reviewed the change order with the committee members in attendance. Bachner: see that we are going for reimbursements from Civiltech and ComEd. Timeliness? Goldsmith: our relations are good with both, especially with Civiltech. Not anticipating any issues. A motion was made by David Arnold, seconded by Arthur Kuehl, that this Resolution be recommended to the Board of Trustees for approval. The motion passed by an unanimous Voice Vote. 150319 Update of Ordinance 51.25 Amendment to Ordinance 51.25 - Restrictions on water use; meters and water saving plumbing fixtures. (DISTRICTS - ALL) Goldsmith: revision of the watering issues - just asking for your approval on Village of Lombard Page 1 Public Works & Environmental Minutes July 14, 2015 Concerns the Public Works related changes. Discussion ensued. Arnold: what about landscapers hooking up to hydrants? Are they restricted to times? Goldsmith: anyone that uses our hydrants needs to put a deposit down and rent a hydrant meter. Bachner: remove the first except - odd/even numbers. A motion was made by John Kaforski, seconded by Dan Mahal, that this Ordinance be approved as amended . The motion passed by an unanimous Voice Vote. 150313 Final Draft: FY 2016-FY 2025 Capital Improvement Program Ware: we review the CIP every year. Goldsmith: I am happy to say that the plan in front of you is fully funded with the exception of some of the TIF programs. This plan starts January of 2016 and is a 10 year program. Reviewed the memo with the committee members present - project by project review. Mahal questioned the maintenance of the Library/Elmhurst Hospital lot. Goldsmith: that is not a Village owned lot but we will be working with them to make some improvements. Discussion ensued regarding the Asset Management time line. Mahal: why is utilities in 3rd phase - isn't that the most important? Goldsmith: want to have the best data and right now we do not have that. Arnold: is there open wifi in the buildings? Goldsmith: there is guest access in the Village Hall only. We are working on getting access in all of the Village buildings. Mahal: is $25 K enough for the Downtown TIF Streetscape Improvements Program? Goldsmith: no, it is not - there will have to be changes to this - for example a special service area. Discussion ensued regarding TIF and Special Service Area. Discussion ensued regarding Roosevelt Road Lining project. Kuderna: any update on Highland? Goldsmith: IDOT is continuing to maintain it - we are trying to work with them on this issue and Rte. 53. * NOTE: in Traffic Signal Modernization Program Replacement the amount should read $75,600, not $765,600. Ware: thanked Goldsmith for his hard work and excellent explanation of the CIP. Asked if there is there any way of increasing the downtown maintenance budget amount? Goldsmith: we could always use it but the money could be put to better use elsewhere. Mahal: how far out do you go with maintenance and upgrades on the software programs? Goldsmith: on the Asset Management software we are asking for maintenance and upgrades. Have not seen a contract with pricing yet. SCADA we pay for maintenance and upgrades are included. Kaforski: blinking light at Prairie Path crossing on Main St. - what is the correct thing to do? Goldsmith: need education and enforcement. Until people know the law and adhere to the law - nothing will change. 7.0 Other Business Mahal: questioned the hydrant painting. Goldsmith: met with the contractor today and went over all of the issues.
