Meeting called to order by Chairperson Ware at 7:00 PM.

A motion was made by Mike Kuderna, seconded by Robert Bachner, that the
minutes be approved. The motion carried by the following vote:
Aye: 5- Arthur Kuehl, Mark Dvorak, Mike Kuderna, Joe Glazier Jr., and Robert
Bachner
Abstain: 1- David Arnold
Absent: 1- John Kaforski
5.0 Unfinished Business
160268 FY 2017 - FY 2026 Capital Improvement Program
Discussion of the proposed FY 2017-2026 Village of Lombard Capital
Improvement Program.
Arnold: asked about the grinding of trip hazards. Goldsmith:
responded to Arnold's questions. Discussion ensued regarding future
State trip hazard guidelines.
6.0 New Business
160301 Long Range Planning - Sewer Rodding Reimbursement
A staff recommendation to amend Village Code to modify the sewer
rodding reimbursement program. (DISTRICT ALL)
Goldsmith: reviewed this item with the committee members present.
Goldsmith: these are roddings that occur on public property - i.e. the
Village right-of-way. Reviewed the comparisons to neighboring
communities. Ware: is the only goal here to reduce expenses?
Ware: Kaforski related to me that he has a major objection to this.
Goldsmith: we are unique in the fact that we reimburse at all.
Kuderna: I do not understand why a blockage in the parkway would
not be the Village's responsibility. Goldsmith: most other
communities have verbiage that from the sewer main to the home is

Concerns
the property owner's responsibility to maintain. Dvorak: so how do
you know where the blockage is? Goldsmith: in order to be
reimbursed we need to witness the rodding. Explained the clean out
installation process and the sewer lining program. Glazier: I don't
think that having the resident pay the cost for the first rodding is the
answer. Bachner: I do not support this at all. We have
acknowledged that this has been a problem for decades. Kuderna: I
do not support this either. It is still the Village's property. Arnold: I
agree with John Kaforski. I do not like the way this program is written,
and I do not care what other communities are doing or not doing.
Kuehl: leave the program the way it is. Dvorak: it has been this way
and people seem to like it. Further discussion ensued regarding
sewer lining.
A motion was made by Joe Glazier, Jr., seconded by Robert Bachner, that this
Request be denied . The motion passed by an unanimous vote.
7.0 Items for Ratification
160280 Transmission Main, Change Order No. 1
Reflecting an increase to the contract with Swallow Construction in the
amount of $63,774.05. (DISTRICT #6)
A motion was made by Mike Kuderna, seconded by Arthur Kuehl that this item
be ratified. The motion carried by an unanimous vote.
8.0 Other Business
Discussion ensued regarding the Roosevelt Road Water Main Lining
project. Bachner: what is going on on New St.? Goldsmith: grind
and overlay. Hill Ave. closing for bridge repairs next week.
9.0 Information Only

meeting be adjourned at 7:40 PM. The motion passed by an unanimous vote.
